The recent debate on the bill to furnish feed and seed to farmers whose crops have been hit by drouth "yevealed the McHenry county _sen- utor’s views on the troubles of the farmer, [p_He went back to the beginning of settlement of North Dakota in his attack on the measure. It was then that the whole trouble began, he said. The fault was that there was no regulation of: the class of settlers who claimed the farm lands, he told the senate. The farm lands of the state were taken mostly by “school teachers, newspaper men, _ white- collar workers,” and others, Ettestad asserted. He said that but few real farmers first came to the state, but those that did are now prospering. The others who tried to farm only got their lands heavily mortgaged for the next newcomers, Ettestad assert- ed, and added that the load was too heavy for inexperienced farmers who “didn’t know which end of the cow got up first in the morning.” All Classes But Farmers The senator said that he settled where he ferried many people across a nearby river. He kept a careful check of them, and the majority were #of all classes but farmers, he said. Ettestad concluded his’ arguments with the statement that there ought to be a state farm board to supervise farming, as other state regulated oc- cupations are. He pointed out that standards were set for hairdressers and_cosmetologists, and many other professions, but there are none which the farmer must meet. He declared that he didn’t believe in legislation for farm relief. In argument supporting the _ bill Streich pointed out that it would permit retired farmers who have left the farm to get state loans on their property. Burkhart contended that state loans should be granted only to people living on the land. An effort by Burkhart to take from the committee on highways and bridges the bill appropriating _§35,- 000 for the construction of a bridge over the Little Missouri river in Mc- Kenzie county, failed after a brief dispute. Supporters of the bill claimed that the committee is at- tempting to smother the bill, point- ing out that it has been in the com- mittee 16 ‘days whereas house rules require that committees report on bills in seven days unless an exten- sion of time is granted.
