A large number of questions covering all phases of the subject were submitted to 4600 highly representative men and women in various parts of the country. Nineteen hundred and four ballot, marked in whole or in part, were returned to the league. The v as far_us the question of repealing the 18th amendment is concerned, resulted in a victory for the drys; 997, of those voted (52 per c@it of the total vote) were found to be in favor of retaining the 18th amendment,’ with 841 (44 per cent) in favor of its repeal. .The.remaining four per cent Wid not vote on this question. were favor either of retaining it or rein- forcing it, while 52 per cent were found to be im favor either of mbdi- fictation or repeal. (Nine per cent wished to have it retained as it is, 34 per cent were in favor of reinforcing it by mbre effettive provisions, 22 per cent were in favor of modification, and 30 per cent demanded total re- peal. Five per cent did not vote.) Other questions voted on show a further division of opinion regard- ing the Volstead act. For examp! only 32 per cent, in event of repeal of the act, were in favor of leaving local enforcement to the states, 34 per cent being opposed, dnd 34 per cent not voting. As-to, Modification In the eyent of modification, liki wise, not over 31 per cent of the voters favored any one of four pro- posals suggested for dealing with the question of alcoholic content. Five hundred and eighty-cight (31 per cent) believe that congress should de- fine the words “intoxicating liquor for béverage purposes” in the 18th amendment so as to apply to distilled liquor only, and not to fermented beverages such as beer and wine. Only 15 per cent think that the question of whether any particular beverage is, in fact, intoxicating should be left to court and jury. Twenty-one per cent believe that each state should be permitted to determine by legisla- tion the limit of alcoholic content-) property right should apply, how- permissible uhder the 18th amend- ment, while 29 ver cent favor a -fed- eral statute fixing a maximum alco- holic content permissible under the constitutional amendment, but allow- ing the legislature of each state to fix its own percentage of alcoholic content within the maximum.
