Mike Werner, living about two miles north of Wilton, lost a barn, and 400 chickens and turkeys were burned to death. His loss was about $2,500, with $1,000 insurance. Nick Janiow lost a house and barn, which burned while his family was in Bismarck. Some machinery was lost. He carried $1,600 insurance. Young Smith was arrested as he searched a rubbish box for two de- coy packages left there in place of the money demanded. He im- plicated his older brother, Fielding. The boys said they had read of the case of Nathan Leopold and Richard Loeb, University school ( grammar school education they could improve on the former’s plans. This was the second time extortionists attempted to get money from Mr. Franks were seized through decoy letters. Three other boys were seized two months ago. Says Gas Tax Popularity I On Increase The state Highway Commission, in a bulletin released today, voices its official opinion favoring the gas tax for road construction idea which has been gaining popularity so rapidly in the various states, and has been advocated for serious consideration by the North Dakota state legislature. The bulletin, a statement by W. G. Black, chief engineer with the com- mission, says that “because it would provide funds sufficient in quantity to handle an appreciably increased mileage of state highways; because it is undeniably the most fair sys- tem yet devised for road tax; because it taxes heaviest those who most use the roads; because it has been work- ed out so that it provides for cer- tain exemptions among the various classes of gas users; and beeause it lets the tourists help pay for Me roads they use, the state Highway Commission Wishes to express itself as whole heartedly favoring the pro- posed ‘gas tax for road construc- tion.’” This expression of favor with the proposed plan by the official, high- way organization of the state is agreeably looked upon by, the ad- vocates of the plan who. say that with the Highway Commission i favor of it the state legislature wi feel that the proposal has ithe’ offi- cial backing necessary and that it must be worthy of serious considera- tion by the session. Main Building Of University Is Condemned Grand Forks, Aug. 21.—Due to continued settling of the foundation and consequent cracking of the walls from footings to cornice, Mer- rifield hall at the University of North Dakota has been declared unsafe by architects and contrac- tors and, upon the approval of the state board of administration, work in tearing down the top floors of the building has been started. It is expected that a temporary building will be provided on the campus for recitation rooms to re- place the ones lost through the par- tial destruction of Merrifield hall, Charles L.
