The mill, in foreign} sales, must compete with the big wills in the most highly specializea industry in the country, he said, and com also with flour mills — producing flour with cheap foreign labor. The Grand Forks mill, he said, in selling flour abroad also is faced by the | long haul from Grand Forks to the | seaboard. Whether the difficulties | can be overcome remains a question | of doubt, Mr. Shafer said, adding that the managers of the mill are con fident that they can be overcome.
