Ten principles requisite for the success of co‘operative marketing plans lave been prepared by Secre- tary of Agriculture’ Wallace for the State Bank Division of the Ameri: ean Bankers Association, which has just published a nation-wite compilation of views, experiences and discussions regarding the movement. Mr. Wallace's princi- ples are: 1. A co-operative organization must be controlled by its members. not as shareholders or investors, Lut as producers employing the fa- cilities of the organization. 2... co-operative association 1s not cperated to make a profit on invested capital above the usual rate of interest, but to profitably market the products of its mem- bers at the lowest possible cost. 3. A co-operative association should be organized around a sin- gle commodity, or a group of com modities, for which the same mar- keting machinery, methods and channels are employed. 4. The organization should have sufficient volume of business to en: able it to operate efficiently and economically, and should contro! this business through définite lega! contracts with its tnembers. 5. The organization must per form definite functions. The or- ganization of a co-operative mar- keting association is not an end in itself. 6. The membera must under- stand the purposes of the organiza- tion and be kept fully informed re garding tts activities and problems. 7. A co-operative association should have expert management. The duties of the manager of a co- cperative association-are more dif ficult than those of the manager of @ commercial enterprise of equal size. The manager, must not only conduct the business of the organi- zation efficiently, but he must rec: ognize the close, personal interest of every member In that business, and be able to maintain harmo- nfous contacts with each individual. 8 Proper accounting is essen- tial.
