TAXPAYERS ASKING| LOWER TAXES CAN ACT ON MARCH 18 Township Meetings Are Open! To Public— North Dakota | Taxes Increased 95 Per, Cent. | Now is the time when the overbur- dened ver may take the first step to reduction of his taxes. | All over fe ‘ate the annual town ‘hip meetings will be held on Mareh } 18, to determine the amount ot j money which will be spent for the | next yea | Taxpayers, as a rule, pay no at-| tention at all they get their tax statémants early | irythe year, and then they are in- clined to Il the blame on the! county treasurer, to whom they pay! the money, when, as a matter of fact, | the whole question of how much! nioney shall be spent, and how much | must be raised by taxation, is al- | most entirely in the contro! of these | tuxpayers. If the residents of aj taxing district, through ignorance or | indifference, permit their officers to ! spend the tax money lavishly and ex- | travagantly, then there is no escape | from -a big bill for taxes. { Taxes have gone up by leaps and | bounds in the last few years, In| 1916 North Dakota taxation cost { twery man, woman-and child in the! In 1921 it go: Ursa This is an increase for every resident of the state of 95 per cent, and since 1921 the burden has been greatly increased. All classes | are rebelling at the load of taxes, they are compelled to carry, but the | officers in charge of the tax machin- ery go cheerfully_ahead piling on the loud. Why? Because there are | not enough thoughtful, patriotic, | zealous citizens { willing to disturb] themselves to the point of stopping: it: because the residents of town- school d ts and counties not combineSto run down the spendthrifts At the township meetings to he held March 18 all voters, men and women alike, authorized © vote at a general election, have a right to at- tend and to take part in the delibera- tion As amounts required for, are passed upon meeting, it of prime im- vortance for the taxpayer not only to attend, but, in order properly to protect his interests. t@ inform him- self beforehand as to the d@tailed exnenditures of the vownship for the year. Under the law a state- ment. of last year's expenditures niust be filed by the township trea- surer with the ‘ownship clerk and the county auditor atleast five days hefore the township meeting, and thas statement is open to public in- pection, A fine of $2,000 is provided in the law for failure to file this statement. but, uotwithstanding this penalty, many township-trea- surers. on account of the lack of in- terest on the part of the voters, fail {o file this report. A dentand by the taxpayer to see the report will compel the trexsuter to do his duty, The taxpayer should read the report of last y expenditures, study it 1» see wherein money was extrava- spent, and swhere savings can he made, und he should then go to the township meeting and insist that expenditures be eut to the last penny ent with the need of the com- A y. And jit must be borne in mind that the man who is too care- or indifferent to attend the sting is the one who is really responsible for high taxes. It is not suggested that all taxing officers are wasteful or extravagant. many of them give valuable time and attenticn to the -affairs of their districts, and such distrigts are run with the minimum of expense, but in other district needless ex- pense is’ inturred. Here are a few suggestions for watching expenditures: The pay of | the township assessor is limited to} and his total must nov exceed $60 for assessing one con- | gressional township! The clerk, ang supervisor are limited to $1.50 al day for time actually given by them Within: the townshipyand $2.00 a day Yor time necessarily put in outside the township; and the total paid a supervisor must not exceed $35 a year, It is surprising tg find how many townships ignore these provi- sions of law, and pay their super- visors and clerks sums greatly in excess of the legal.amount. Then, the law says the supervisors must carefully audit the freasurer’s books before the annual meeting. This ought to be, but too often is not, (done. Supervisors cannot legally levy | taxes in excess of the amount voted | for at the township meeting; ,and | they are prohibited from incurring | debts beyond the amount of the levy, And. they vannot lawfully spend more than $280 fdr machinery, unless the yoters at, the meeting give them uthority to! do so. This should be x atchéd. Under the law’ the county trea surer is custodian of all sinking funds, and therefore, where town- ships have bonds outstanding, the township ‘treasurer ought ta deliver any such ‘funds now in his posses- { sion to the county treasurer. Too often this has not been done, and the money has been spent for some other purpose, the result being that when the: bonds finally become due there will ‘not be a sufficient sum on hand to pay them. To- put it another ‘way, the money raised to meet the bonds is often spent for a purpose which thé taxpayers never authorized, and, ata Inter date, he has to pay again to take care of the bonds, This can be avoided if the voters ‘see to it that the sinking fun is sent where it belongs, to the nity treasurer, The very root of taxes fs planted. in expendituresy If the “taxpayers will see to it that money is not un- necessarily spént, his-téx bill will: be reduced to the minimum; if he lots other: People ion) his money to the subject until | K | meetings ane time when Boe Fagainst bank stock in the years 1919- ' 1920-1921 as have not been paid, confirming and ratifying such set- | tlements as have been made. | ccive you ant These officials, discharge was rank ‘injustice. Jacobs, George C. Cole. Elizabeth N. Scott and without check, he must pay the cost. | The three important meetings of the year are the township meeting in March, the school district meeting uy July, and the meeting of the | county commissioners in July. These deteymine the amounts ich will be éxpended for the fol- lowing year, and upon them depends largely whether the tax bill will be reasonable or outrageously high. Mr. Voter, the whole question is up to you. Attend tuese meetings and do your part toward reducing taxes, or stay at home and pay with- out a whimper any améunt the coun- ty: treasurer calls for.
