Water Plant Not the Only Issue To the Voters and Tax Payers: After reading a statement in the Bismarck Tribune issued by the French & Larson Campaign Committee such article show. ing that our opponents are running together on the same platform and being managed by the same Campaign Committee and in view of the fact that the short platform which we announced was for the purpose of placing same én the ballot and not representing by any means all of the purposes for which we stand, we have conferred together to see how far we will be able to co-operate with each other on, the commission if elected and we find ourselves in perfect accord on the following planks + of a platform, MUNICIPAL OWNED PUBLIC UTILITIES. Our opponents state that they stand for a municipal ownership of waterworks “AND ALL PUBLIC UTILITIES.” Any~ten- year-old school child can understand the purpose of this plank in their platform. It is purely demagogery, deceitful, and made for ulterior purposes and they well know that the full extent of this platform will not and cannot be carried out for it means either the purchase or the installing of new and complete waterworks system, electric light system, telephone system and gas works. The mere statement of this fact how the deceitfulness and the cunningness of our opponents platform. We do not wish to insult the intelligence of the taxpayers or consumers of the various public utilities of the city by stating that we are for the installation, or owning of all of the public, utilities in Bismarck, but to make ourselves clear on this issue we state posi- tively that with reference to the water supply for the city we will use our best endeavor to carry out the wishes of the tax- payers and water consuniers on this question and when we speak of taxpayers and water consumers we mean @ majority of the people affected and not a group of office seckers and. chronic payroll officials. If the people, after due consideration are for a new water system we are for it, if they are for purchasing the present plant and putting additions on same, we are for it, but the people must in a proper method instruct us as to. their desires. The water situation is not the only issue in this campaign. The appointive officers of the city a are the administrative offi- cers and their conduct of affairs have a great deal to do with the proper and economical administration of its affairs and also a big factor in increasing or decreasing taxation to the people. We think that everybody agrees on this and it will be our pleasure to give this matter closé consideration, , : CITY ENGINEER, 743 We willsnot vote for the confirmation of a city engineer who is so lacking in qualifications that he will advise the city commission to construct a 36-inch sewer to empty into a sewer one-half its size, which the present city engineer did, and then failed to have the two join on account, of taking improper levels und resulting in the continuation of a 36-inch sewer onto the river at an additional expense to the taxpayers of more than $11,000, $550 of which he received himself as engineering fees on his own blunders... The total construction of this being mere than $47; 000. ‘We are opposed to paying the city engineer on a basis of 5 per cent on construction: work’ and giving him $60.0 a month additional and office rent, light and fuel. We believe in giving the city engineer a, liberal salary the same as they do in cities of the: size of Bismarck. We are then sure of good service and there will be no incentive for the city engineer to pad o Or accept excessive cost estimates which would benefit him materially on the present basis of his employment.
