OWNERSHIP (By the Associated Press) Washington, Aug. 4.— Acceptance of Henry Ford's offer for purchase and lease of the government's vast nitrate and water power projects at «Muscle Shoals, Alabama, was urged by Republican and Democratic s:.n- ators comprising a minority of the senate agrfculture committee in a report submitted today to the sen- ate. Strong protest was entered by the senators against the acceptance cf the government ownership and op- eration plan proposed by Senator Norris of Nebraska, the committee’s chairman. The report was presented by Sen- ator Ladd, Republican, North Dako ta, and was signed by Senators Cap- per, Republican, Kansas, and Harri- son, Mississippi; Caraway, Arkansas; Remsdell, Louisiana; Smith, South Carolina. and Heflin, Alabama, Dem- ocrats, It is estimated that the gov- ernment lost $3,000,000 at Muscle Shoals since the armistice by failure to develop and opefate the project and declared the quickest way to stop these “losess is to accept Henry Ford’s offer for the purchase and lease of the government’s Muscle Shoals properties.” Refers to Objections “Certain objections to the Ford offer seem apparent,’ the report said, “ut we insist without fear of suc- cessful contradiction that none ot the objections to the Ford offer can be remedied or solved by government + ownership and operation—by the government going into the power business or entering the uncharted and hazardous field of operating nitrate plants at Muscle Shoals in the production of nitrogenous and other commercial fertilizers using electro-chemical processes, the com- mercial success of which is yet con- troversial. “For congress ‘to adopt such & policy when Henry Ford’s offer makes it unnecessary for the gov- ernment to do so,” it continued, “would subject congress to the just condemnation and reproach of all sober-minded people.” The report called attention to charges that acceptance of Mr. Ford's tenaer weuld give him a govern: ment subsidy in the development ot power and the manufacture of ferti- lizer and seid: “If it is a subsidy, it is not such a subsidy as is proposed by the ad- ministration in the Ship subsidy . bill.” The report then cited a compari- son between the Laud bill and that proposing federal relief for the mer- chant marine, showing that the for- mer called for an expenditure ot $42,000,000 while the latter required an expenditure of $125,000,000. Cost Government Little It was also argued that the Ladd bill would cost the government “ap- proximately nothing’ a year while the “Ship subsidy bill” would neces- sitate an annual expenditure of $41,- 500,000. n After reviewing conflicting testi- mony taken by the committee on the question of how much present ferti- lizer costs could be reduced at Muscle Shoals, the report asserted: “To our minds the evidence is con- vincing that there are modern elec- trical-chemical, which applied at Muscle Shoals, will reduce the cost of fertilizers, but if there is any doubt on that score the United States should stay out of the business.” The report added that from the present fertilizer industry the farm- er might expect’ but littl¢ in the re- duction of prices. s The senators declared’ their will- ingness to agree with Mr. Ford’s re- quest that the leae on the power projects be for 100 years rather than for 50 years as prescribed by the federal water power act. They as- serted that the operations proposed by Mr. Ford are on a scale without || a parallel and call for an expendit- ure by him. of $50,000,000. Length Held Reasonable “In view of the fact that Mr.,Ford must compete ig the manufacture ot electric furnace products,” the re- port said, “with such concerns as the Aluminum Company of America, whose rights because of location ot their plants on non-navigable streams are not limited to 100 years but are perpetual, and in view of the fact that there already exists in the country three large plants, none o! which have rights for less than 99 years, * * * it seems reasonable that, with the responsibilities undertaken by Mr. Ford, it is only fair to allow | @ him. a lease period of 100 years. “In deciding for ourselves that rather than have the Ford offer re- jected we will agree to the 100 year lease period, we have come to this conclusion mainly because we be- lieve that if the Ford offer is reject- ed the government and the public will lose more in fifty years of gov- ernment ownership and operation at Muscle Shoals than they will gain by refusing to consent to the 100 year lease period in Henry Ford's offer.” SEN. McKellar, junior senator from Tennessee, whose . renomination~ in yesterday’s state-wide primary as the Democratic senatorial standard bearer has been conceded, held a plurality of approximately 15,000 votes'on the face of unofficial re- turns when the count was resumed [today by belated returns, In the contest for the Democratic gubernatorial nomination Austin Wi Peay of Clarksville, was leading Benton W. McMillin by almost 4,000 votes, Former Senator Newell Sanders was well in the lead in the raco for Republican sen: | Finis J., Garrett, the house of representatives and Gordon Browning who was defeated in the election two years ago, appar- ently have won renomination in two of the three congressional districts in which there -were contests. - in the other district, the seventh, avail- able returns ‘indicate a majority ot the votes polled cast for Li Padgett, who died in Washington, Wednesday, but whose name was re- tained on the official ballot. Under Tennessee primary procedure the Democratic state committee wauld call a special primary in the event official returns show a majority cast for Mr. Padgett. In the contested Republican con- gressional races in east Tennessee Representatives J. Will Taylor and Carroll Reece apparently have. won renomination with the race in the third district between R.
