FRIDAY, JUNE 23, 1922 Knows Needs of People of State And Has Faithfully Songht to Advance Them, He Says A CEOSE ACQUAINTANCE Fargo, June 23.—Gov. J. A. O. Preus:.of Minnesota spoke before °a packed house here last evening. for Senator McCumber and Gov. R. A. Nestos. He said in part: “Twelve years ago I was a mes- senger in the United States Senate Nelson of Minnesota. While Iwas in Senator Nelson’s office, I made the ac- quaintance. of the senior senator of North’ Dakota, He was then recog- nized as one of the ablest and’ most upright, public servants in the United States Senate. Since that time he has advanced rapidly in: the esteem. of -his associates in Washington and ‘today he is chairman of the Finance Com- mittee of the. Senate, the most im- virtue of his position as chairman of that committee, he is probably the most powerful man in the, United States Senate. The Fihance Commit- tee is the committee which passes up- on tariff legislation. The principal difference between the Republican and Democratic parties today is founded not updn state rights but upon the principles of tariffs for revenue only, for a: protective tariff. The Demo- cratics Yr -aetaviff for revenue only or a free list as far as possible; whereas the Republican par- ty stands‘for protective ‘tariffs in the interests of the home ‘producer, the farmer, .the manufacturer, and . the American laborer, to keep them from competing, ‘particularly with Canadi- an: farmers, the cheap manufacturers of Europe and the cheap Jabor of Eur- ope and the Orient. In addition there- to all°ctirréncy Tégislation is ‘inaugur- ated with-the Finance-Committee. The people of North Dakota are intensely interested™in these two problems. . First, a protective tariff on what the » farmer produces, and secondly short time rural ‘credits for the farmers. Senator MeCumber is in a better posi- tion to help North Dakota and Minne- sota and the rest of our agricultural states in these two measures than any other man in the,country. There are probably no two men who will ‘agree in every particular on how a tarif: pill’ should be drawn. I should doubt- less differ’ with Senator McCumber for he is frequently a high protec- tionist where I would favor a low tar- iff in the interest of the people ‘of Minnesota, nevertheless he is the man whom the people of North Dakota and your sister states will have to look to for. the best possible solution of the tariff question in the interest of our farmers. “When Alexander Hamilton gave us his national bank, he thought in ps of commercial banking. Furthermore, he is as well ad~ vised of the farmer’s need: for short time credits as any man in the-coun- try. He knows that the farmers need short time loans which shall not be called until ‘he has harvested his crop and is ready to sell at the best mar- ket; and I would rather entrust this great problem of rural credits to his judgment and efforts than any man I know. é : “His ‘past record as a public servant, sound on tariff legislation and -on pbatiking problems makes him a most valuable servant not only to you peo- inle of North Dakota but. us of Minnesota. For this reason. I, desire as'an individual from a sister state to ask you to consider carefully his can? didacy on primary day and cast votes for him if vou really believe that in these as well as other public questions he has been ‘sound and __ patriotic. Senator McCumber to my.mind stands second tn no public servant whom North Dakota has ever had, and I sin- cerely hope that he will be returned to the Senate. - Last fall when yon had an election, the first recall electién. of officers in the history of the United States: I was invited to come here. You elected Governor Nes- tos. He has in my mind made you aa good a’ Governor as anyone can demon- strate himself to be in the short peri- od of time he has held that office. “With his unusual acquaintance with your people, he has seen your problems and proceeded in a kindly way to give the difficulties with which the people of North Dakota are con- cerned, and I wish to congratulate him upon his ‘success andit is my hope that your. verdict- as regards his achievements and’ that of ‘those elected with him and.appointed ‘by him meets with the same approval as it does from myself of a sister state. “You may wonder why a person. from Minnesotayis interested in North Dakota. It is a very simple matter when you stop to,consider it. .The great cities of Minnesota are main- tained to a large extent by the farm- ers-of North Dakota and your success means the success of those people in the State of Minnesota. Minnesota and North Dakota are different poli- tical governments and lines but their, economic/problems are intertwined .and interwoven in a most intimate ‘manner, “When Senator McCumber asked me to go to North Dakota and make a few talks Yor him, I accepted with alacrity, not only because I wished to show my good will toward him and to thank him for his public services but because Minnesota is interested | in North Dakota. I hesitated, how- ever, lest some people might feel that I was an outsider and that I should not interfere with your politics, nor have T any desire to interfere with your: politics, On the contrary, I would much prefer not to leave my: home, but our state, as well as our nation, is interested in the North Da- kota primary. qd ~ “Having called attention to Senator McCumber’s record, as well as that of your Governor, I wish to speak di- Yectly to the people of North Dakota asking-each person who casts a vote ‘on this primary day to lay aside all questions of loyalty to political groups, self-constituted bosses and ‘| dorsed at the Jamestown convention, modeling, repairing and press-' { so-called leaders of thought and ana- lyze the entire situation as it is up- on-its merits regardless of the effects Of the political fortunes of any indi- vidual.
