The adjusted compensation is based upon a dollar a day payment to ser- vice men below the rank pf captain for home service; $1.25 a day for for- eign s2rvice, ‘excluding the first sixty davs of service, and with many other restrictions. Much of the argument against the bill has come through misunderstand- ing of its provisions, he said.
