iy PAGE EIGHT HEADQUARTERS AT BISMARCK FOR GOOD ROADS Will Holbein, Secretary of State Association to Maintain Of- fices in Capital City Headquarters for the newly form- ed North Dakota State Good Roads association will be opened at Bis- marck Monday with Will E. Holbein, formerly secretary of the Association of Commerce of Minot, m charge. Mr. Holbein, who is secretary of the association, met with I. J. Moe of Valley City, presicent, and Norman B. Black of Fargo, vice president, «t tie Fargo Commercial club today, to discuss the association's plans. The Immediate Object The immediate object of the asso- ciation is to secure the passage by the state legislature of a proposed amendment to the state constitution, to be voted on by the people some time this year, that will provide for a comprehensive road system, Mr. Holbein said today. “The association has mapped out @ tentative plan for 5,000 miles: of roads throughout every county in the state to be established under the di- Fection of the state highway com- mission,” said Mr. Holbein. “We ex- pect to work in full co-operation with the highway commission for tie benefit of the state. Tie association is in no way a political organization. We expect, under our plans, to build roads that will be fully worth what they have cost and to build the roads where they are most needed.” Plan for Financing The new roads that are planned for the next few years, will be paid | for largely from the money collected | by the tax on automobiles, if our proposed amendment, which is simi-/| lar to the Babcock plan in Minnesota, is adopted. . Seventy-five per cent. of the money to be spent in the building of these roads will come from people living in the towns and cities and 95 per cent. of the roads under consideration will | be built in the country districts of the state, Mr. Holbein said. The expenses of the association will be maintained by membership. There are two classes of dues, a $5 aneual smemoersmp and a $25 life membership. <A campaign will be; swatted at once tor members for the | association.
