ISSUE, HAYS DECLARES Battle in Fall Is Between Wil- son Administration and _ New Deal SENATOR: HARDING’S PART | Marion, Ohio, Aug. 13—Fundamen- tally it is the Wilson administration including the Wilson League of .Na- tions, that forms the outstanding issue of this campaign, according to Chairman Will Hays of the national committee who visited Senator W. G. Harding at home here. The Cox speech’ of acceptance, Mr. Hays thinks, has placed the demo- cratic candidate in the attitude of ac. cepting and endorsing all that Wil- son has done and on this line the republicans intend to force that fight, feeling confident the country is ready for a new broom at Washing- ton. Mr. Hays came bearing confiden- tial reports from many states. He reported 103,000 precinct committee- men are already at work and that the situation everywhere is ex\em- ely, satisfactory to the’ republicans.
