Some are of the opinion thai they can make beer and wine’for their own use re- gardless of the percentage of alcohol contained, says W. D. Lynch of La- Moure, federal prohibition director for North Dakota. The law is very plain, that the manufacture of beer and wine con- taining one-half of one percent ~al- cohol or more by: volume, is unlaw- ful. The prohibition aiso applies to cider ‘or any other drink made: for beverage purposes, Jt’ is immaterial whether such beverages are made ‘for sale or personal, use. Such bever- ages to be lawfully made must. con- tain less than one-half of one per- cent by volume. MUST HAVE: BEVO PERMIT The law also-provides that any one producing beverages. by the process by which beer, ale porter or wine is produced or ‘from liquids such ias been, ale, porter or wine, must ob- tain 2. permit therefor; and that such beverages may be produced only on the premises'of a dealcoholizing plant, ia distillery, or an. industrial alcohol plant. The provision applies iquor or ‘by arrested fermentation. It does not apply to unfermented fruit juices. It is well to bear in mind also that any increase in the alcoholic content to make it equal to one percent or more, will not be’ excused, by ghow- ing that when made it was lawful. Every communication or’ inquiry will receive prompt and courteous attention; and every sign- will be honestly in- vestigated! by the’ office or put in the proper channels. for investigation. ‘The office invites information from ali sources touching conditions in the state regarding the enforcement of the national law; and expects ‘to co- operate with, and assist in every pos- sible manner, all local, county and state officials,/and all law enforcing agencies, to the end that the prohi- bition law may be honestly enforced. “The biggest factor in the enforce- ment of the liquor laws, is'the com- munity sentiment for the enforce- ment,” says, Mr, Lynch. “Not the least important duty of this office is to encourage and create a commun- ity sentiment forthe enforcement of the law. The director and his assist- ants are valuable to address meet- ings for that purpose. Full scope of the duties of the office and knowledge and informa'ion concerning the law will be designated from time to time through the press and from the plat- form and the utmost .puodlicity will be given in keeping with the proper administration of the law.
