The special session proposed an amendment permitting political sub- divisions to bond themselves for the purpose of acquiring public utilities. Another reduces the residence re- quirements of voters from one year in the state, six months in the county and 90 days In the precinct to 90 days in the state, 30 days in the county and 30 in the precinct, It 1s also provided that electors moving from one precinct to another just previous to the election date may vote in the precinct of for: mer residence until qualified in the new precinct.
