Edward W. Herbert's plan of postdated finance for farmers in the drouth-stricken areas is unassailable. It would simply secure to the farmer the advantages which President Townley and his various enterprises and the Scandinavian- American bank long have enjoyed. Three members of the supreme court in a ma- jority opinion have assured us that postdated checks are good scurity for loans, that they are bills of exchange payable at a future date and ‘as such.are bankable paper which affords-tirst class ‘collateral: The supreme court found-that- loans aggregating $750,000 made by the Scandinavian- American bank to Townley and his friends gn such security were good loans. Why, then, should not the Bank of North Dakota loan its $17,500,000 of public funds, money which belongs to the people in the first place, to the people, under the same terms which the supreme court has approved as applied to President Townley, the Consumers’ United States Co., the Brinton newspaper syndi- cate and similar enterprises ? It is a very simple proposition. The Bank of North Dakota is so surrounded by red tape that it has succeeded in loaning the farmers little more than $50,000 to date, or about the same amount that is loaned each year by the small country bank. To make these loans the bank has col- lected from the farmers in appraisal fees alone more than $25,000. It is true that during the same period through the use of the public’s money the bank has made a profit of $58,000, according to Mr. Cathro, the director general, but that pro- fit has been made at the expense of the taxpayer and‘not for his benefit. IN TOWNER COUNTY Towner county was a league stronghold. to 223. not have risked a special election there. majority of 223 for the Bank of North Dakota bill only last June, Towner county switched to a majority of 90 for D. J. Beisel, the anti-league can- didate for the state senate. Mr. Beisel is not a politician; he is perhaps not 80 prominent nor so well known in Towner county as other men whom the indepndents might have selcted for their candidate. But in the Towner county campaign principles and not ‘personalities were the issue. The question upon which the people voted was not whether C. P. Peterson, as an individual, or D. J. Beisel, as an individual, should represent them in the senate, but whether they should give their endorsement to Townleyism and that which Townley.ism has.come to stand for in this state. : The verdict was against Mr. Townley. The league organs may marshal alibis by the score—the fact remains that the people of Towner county, a league stronghold, have registered a vig- orous protest against Townleyism. They were appealed to on the one hand by Governor Frazier, William Lemke and imported talent seeking a per- petuation of Townleyism. On the other hand were Hall, Langer and Kositzky, asking a new deal and a square deal for North Dakota, and Messrs. Hall, Langer and Kositzky won a clear- cut decision over Mes Townley, Frazier et al. The Towner county election is the most hope- ful development politics has brought forth in this state for many a month. It is proof of the fact that truth ultimately will prevail. Towner has pointed the way to other North Dakota counties. It has shown us that the situation is not hopeless; that to rid ourselves of the millstones which Town- ley has hung about our necks, we need but go to the people with the simple truth and trust to their reasoning power.
