The supreme court fails to uphold the administration in its con- tention that some $260,000 in insti- tutional funds set aside to tha use of these institutions were improperly transferred by Kositzky, and it agrees with Wallace, the petitioner, only upon one point, which is that there was no warrant for the transferring of some $15;000 ‘into a specific fund for the in- demnification of owners of animals slain because of glanders or dourine As ‘matters stand, the ‘financial stress at the capitol is not greatly relieved.
