STATE T0 DO OWN INSURING Fund of $200,000 to Be Created and No More Policies on Buildings Thirty-eight thousand dollars bi- ennially which heatofore has been paid by the state for fire protection on its buildings, after August 1, 1919, as fast as policies now in force can be retired, will be paid into theystate treasury, to create a state insurance fund, under Senate Bill 32, introduced in the upper house yesterday. This bill has the approval of the league caucus, of Insurance Commisioner, Olsness and State Auditor Kositzky. It is required that within 30 days after the passage of the act, which carries an emergency clause, the state board of contro}, having management of the capitol and all penal and char- itable institutions, and the state board of regents, controlling the educational plants of the state, shall report all premiums then in force to the state insurance commissioner. The latter on August 1, 1919, is to provide insur- ance not exceeding 40 per cent of their actual value on_ all fireproof buildings and not exceeding 75 per cent on non-fireproof buildings and is to fix the insurance premiums and the insurable value of the property. The commisisoner wil certify these premi- ums to the state treasurer, and the amount of such premium shall be set aside annually in a state insurance fund unti) a total of $200,000 has been reached, when no further premiums will be levied until the amount has been diminished by the payment of a loss through tornado, fire, lighting or other cause, Should the fund at any Ume not prove sufficient to pay the whole loss upon a state owned build- ing or buildings, the state treasurer is authorized to transfer from other funds a sufficient amount to make up the deficit, such borrowed funds to ‘be restored as the accruing insurance premiums permit.
