Fras-| er,, which provides for changes of venue in civil actions, directing that the supreme court when appealed to shall call in another judge, passed by a vote of 28 to 4, after Senator Frank Hyland had spoken briefly in opposition to it, declaring that the bill removed legitimate powers from} district judges and that it would tend to encumber members of the supreme court with a great amount of trivial bickering which the justices would not welcome.
