Here are their respective declara- tions: THE NAVY—By Josephus Daniels. | secretary of the navy: The United| States has entirely discontinued cen- sorship of press matter, both incoming and outgoing. As for the continuation of the cen- sorship of personal and commercial cablegrams, your attention is called to the fact that the trading with the enemy act remains in force, and that one of the terms of the armistice wilh Germany states: “The existing block- ade conditions set up by the allied unchanged.” Under these circumstances, the censorship of private cablegrams re- mains in operation, to serve the pur- poses of the state department and the war trade board. THE ARMY—By Col. John M. Dunn, Acting. Director of Military Intell1- gence: The war department, it is true, continues to censor telegrams transmitted across the Mexican bor- der, but the volume of communica- tion passing through this channel is small compared with that transmit- ted over our cabfes.
