When South Dakota and Montana were battling against the destruction: wrought on crops, farm machinery and other property by the members of the I. W. W. organization, Governor Frazier issued a proclamation of- fering practical immunity to these forces. Among other things he ordered the attorney general, state’s attor- neys, sheriffs, policemen and other peace officers of the state of North Dakota as follows: ; “To some of these misguided mobs and officers (referring to farmers and others_who- are trying to protect their property in South Dakota and Montana) it seems to be a crime to be seeking work and not to possess money.: fee have been illegally searched, deported. and otherwise mistreated. “No officer has a legal ri right to search any man (meaning an I. W. W.) with- out 3 a an warrant. He has no Tight to deport any man (meaning again an “Abuse of official power (even against thugs, murderers and allies of the Kaiser)” is but to weaken all respect for law and order. “But if there should be any [peace officers] who so far forget their duty as to assist or countenance violence “[against I. W. and Secretary of the National Nonpartisan League, has publicly and privately boasted of his success in securing this proclamation at the hands of the-Governor in pre- paration for Townley’s meetings to demand $5 a day for the I. W. W., an eight hour, day on the farm and price and a half for overtime in the fields. The North Dakota farmers repudiated Townley on this issue, and rejected. the proposition.
