TUESDAY, OCTOBER 22, 1918 f BISMARCK DAILY TRIBUNE rE HAVE WAITED calm and : serene confident that the Socialist ‘Regime of North Dakota would deliver itself into our hands. The coldly calculated plan to suppress all discussion of the proposed constitu- tional amendments, and to deliberate deceive the electorate of North _ Dakota was certain to fail. s t The « exposure by the Hon. S. J. Doyle of the “Nigger in the Woodpile” ‘so cleverly concealed in Section 182 of the proposed amendments was - bound: to create a brainstorm. inthe minds of the “internationalists.” Their fury at being discovered, and their nefarious scheme exposed, would “ : . Our Reason is Vindicated. The Socialist Neck is within the noose. We procced to tighten the cord. Watch them wriggle. The North Dakota Leader and The Courier-News rush to the rescue, blat- ting.in chqrus. For purposes of brevity we are quoting from The Courier- News defense the “defense” in both organs being identical: “The state may issue or guarantee bonds in further amounts ‘without specific limits.’ ” Thus says The Courier-News eotonallys in its issue of Friday,/Oct. 11, 1918. Say, My. Voter, Can You Recall Any Admission or statement from. The Courier-News, Leader. or any other Socialist organ, or from Townley, Frazier, Lemke; LeSuear, Mills or Bowen, or from any of the troupe of highly paid, high-bred “Internationalists,” until the Hon. S. J. Doyle chased the slow-footed Senegambian from the woodpile into the open. You did not. Why? Because they hoped to get your vote for this amendment with your eyes shut. . ' Anyway the Fact is Now Established That Section 182 does permit of an unlimited bonded indebtedness. 4 : } Have You Lately Had Any Intimation of What Our Socialist friends think would be a fair debt burden for North Dakota to assume if Section 182 is adopted? Don’t Shake Your Heads Mr. Voter, You Surely Have. In The Courier-News of Oct. 10, 1918, and The North Dakota Leader of Oct. 8, 1918, you will find a gentle hint that 4 bonded debt burden of $312,000,000 would be about right; Some little burden for 750,000 people to assume, is it not? Think of it! Seven-Socialists with a combined tax paying capacity, of $5.11 propose-to open the way for an unlimited bonded debt of $312,000,/ 000. Consider the audacity of these irresponsible Socialists—73 cent tax- payers, ; . pal "But Let Us Proceed. We Promised “to Tighten. the se, and will do so. Read the Socfalist organ’s “defense” of the; © ‘nigger in the woodpile:” “Understand that after the constitution is amended to make °. these things possible none of them can be done without the con- , Sent ofthe people of the state. After the amendments now be- “fore the people are passed, 7,000 voters anywhere in the state can 3 hold up any act of the legislature until the people have passed_ ‘ on it; or in case of an emerZency act can cause such act to be nulli- > fied by the people’s vote.”—Courier-News editorial of Oct. 11, 1918. Lies, Lies. Deceit Piled Upon Deceit. “Whom the gods would destroy, they first made mad.”:And our non-tax-paying Socialist “friends must have gone absolutely insane to still expect to get away. with the swag after the admitted expose of the unlimited indebtedness. we Se 4 + POLITICAL ADVERTISEMENT . be certain to lead them to other pitfalls. THE “DEFENSE” So the Referendum is the Only Safétv fc the People “against the Plunderbund. * Well, het us see if the referendum affords any protection. Read carefully and analyze thoroughly. Keep in mind that all advocates of. the unlimited bonded indebtedness solemnly if deceitfully asserts that in this section lies the only hope to hamper the onward move- ment of the Debt Juggernaut. , The Proposed Referendum Amendment:— “To amend Section 67, in Article 2, by adding the words: Provided, however, that no act granting a franchise ovr spécial pr rivflege, or act creating any vested right or interest-other than in the state, shall be declared an emergency measure. An-cmer- yency measure shall take effect and be in foree from and after its passage and approval by the governor. “If a referendum petition is filed against an emergency meas- ure, such measure shall be a law until voted upon by the electors. And if it is then rejected by a majority of the votes cast thereon, it slfall be thereby repealed.. Amy such measure shall be submitted to the electors at a special election if so ordered by the governor, or if the referendum petition filed against it shall be signed by 30,000 electors at large, such special election shall be called by the governor and shall be held not less than one hundred nor more than one hundred thirty days after the adjournment of the session of the legislature.” : 5 Have You Read Carefully? All Right You Observe first that all emergency measures are in a different class from other meas- ures. Second:—The Referendum Does Not Suspend the operation,of an act passed with the emergency clause attached, but will re- main on the statute books as a good and valid law until voted on by the electors. If a majority of the votes cast are against the measure, then ond not until ger is the law repealed. ; Third:_ be Called at the pleasure of the governor unless Ae Heaton eine for the referendum contains the n2mes of 30,000 electors, but in no case can any election be called less than three months and ten days after the adjournment of the legislature. a ie Some Safeguard Against Unlimited Bonded Indebted- ness, is it not?, Say that some little measure, as innocent in appearance, and By eading as smoothly as does Section. 182, and carrying the emergency clause is passed by the legislature thirty days before its adjournment. That would give them at the very least four months and ten days in which to operate, and oh, how fast they could operate. What discounts they would offer for quick cash sales of bonds of the state of North Dakota. What a killing they could make, while you, Mr. Tax Payer, are standing by, grinding your teeth in helpless rage. Deceit!—Deceit! And More Deceit. How Long Will yot stand for such methods of irresponsible,non-tax-paying agitators? ink It Over \ i INF CAMPAIGN COMMITTEE
