He is indirectly connected with| the German general, Retreat! SEND IT BY AIR POST ‘The. air post service between New York andl Washington and New York and Philadelphia is\ a success. ‘The first month of operation saw five and a half} tons of letter mail carried between these points, and it is possible to carry more. Over 11,000 miles were covered and but two planes were dam- aged and then only slightly. Every trip was made in exceptionally good time with an average speed of 70 miles per hour. ‘At the present time the rates for air mail se ice is 24 cents, but Postmaster Burleson wants to see it made possible to lower this rate to 16 centr. ‘Volume of business is the only way to bring abot the lower rate and the establishment of other air routes not only in the east, but the west and south. This would be made possible if 100,000 people would send one letter a day by air mail The establishment of this service is going to add to the efficiency of your business as well as the postoffice department. Germans still claim the Yanks won't fight. How can they fight when Fritz throws up his hands| first thing and bawls “kamerad! ‘THINGS YOU CAN'T DO ‘The crudest form of civilization is that of archy—every man for himself, with no regard for| the interests of the community. The simplest} form of government is that of the despot whose| word is law and who carries out his will regard-| less of the wishes of the people, is the most com-_ plex in its nature, because not only must the in-| terests of the individual be considered, but the| interests of the entire community. It naturally follows that the larger the number of people con-| cerned, the more difficult: becomes the adminis-| tration of law which shall be just and fair to all men. It is much easier for six men to live together in harmony than it is for 600 men to live in pea As the number of people in the community creases, and as the number of interests to be| -considered grows larger, the greater must become| ‘the restrictions which shall be placed upon each individual; so that while under ordinary cireum- ‘tances it might be possible for a man to exer- cise his freedorh as much as he chooses, there ways arises circumstances under which a man is compelled to forego certain privileges because the| exercise of these might work an injury to his neighbors, ‘Thus, according to law, an individual man may not do as he pleases even with his own property. For instance, he may not. burn down his own| house, because the burning of that property may| set fire to the property of his next-door neighbor. In certain states, a man may not sell cigarets ecatise the selling of cigarets it is believed wil work an injury to certain classes of citizens, par- oT amsteonine | WITH THE EDITORS | Jpnepnnn———- at ‘THE PENDULUM SWINGS BACK Perliaps the most logical objection to the jus-| tice of wheat price-fixing has been the absence of| any limitation on cotton prices. Northern farmers have felt, and with a certain degree of justice, that they have been discriminated against. But there are two sides to this. If they have been de- prived of a tected against a falling market. This is brought home foreibly by the recent, sensational drop in the cotton market, following a most, optimist lerop report. Government figures available for the two crops. |are nét precisely comparable with market prices, | because they do not include allowances for trans- |portation. But they afford an interesting com- parison, For the 10-year period from 1906 to 1915 the average farm price for wheat Was 8638] cents a bushel, and for cotton 11.2 cents a pound. A bushel of wheat would be exchangeable for 7% lent fixed price of wheat—$2.20 a bushel—cotton should sell for 28.4 cents a pound, Cotton futures fare now fluctuating between 24 and 25 cent. A bushel of wheat would buy about 8% pounds of cotton. Both the north and south have bumper’ crops, about 50 per cent abote normal, and will jet a much bigger money return than usual, but ‘comparatively speaking the north appears to have| | just a little more surplus over the pre-war period ‘than the south—St. Paul News. WHEAT PRICES AND POLITICS | President Wilson has been quite candid in the expression of his views, whether contained in com- munications to congress, conversations with mem- bers or addresses to the general public, He was ess frank than usual, when, in-vetoing the $2.40) wrantee, he omitted to tell congress that iuenced, not by economic consideration, not by the logic of the situation, but by an un- ‘warranted impulse to play into the hands of the farmer element. However, he vetoed the measure and was as good as his word. Whatever is necessary to be paid to insure a ‘wheat production that will meet the world demand must be paid. Whatever is paid in excess of that {insurance is an-unnecessary burden laid upon all of the people, The bread eater in the end pays the charges. - The government guarantee is in the name of the people and the people must pay the bill. The lighter the bill may be, with the pur- pose secured, the better for all concerned. ‘That is beyond argument. The tribute of the president to the patriotism of the farmer no doubt is deserved. Of course the farmer is loyal and so is everybody else loyal the same way and to the same extent, But there is a great deal of poppycock in the assumption that the farmer, or the merchant of the artisan is| jbove all personal and pécuniary consideration, ‘There is a vast difference between & conscience- less profiteéring, on one side, and a fair employ- ment of opportunity on the other. ‘The situation involved in the wheat price guarantee is one of plain business and can be engaged by the govern- ment on no other theory. ‘A higher wheat price would be on undoubted ‘boon to the farmer and probably would be re- flected throughout this district, but the point is ‘whether the whole people should pay: this higher price. If the $2.20 figure is enough, no increase ‘could be justified. Doubtless the grower would be delighted to get the higher price, but doubtless he {eels that the present price—the price upon which hhe laid out his wheat acreage—is entirely remu- nerative. He is getting his share of the reward which the war situation forces upon production of y nature, and, as a class, he is satisfied w St, Pa Diagleh ea ising market, they have been pro- | |pounds of cotton.
