Frazier declared the efforts of the American Defence society to have local vigilance corps organized throughout North Dakota, which would classify all citizens as: 1, loyal; 2, disloyal; 3, doubtful; 4, unknown | and make a furtner designation of: | 1, alien-enemy; 2, proGerman; 3, anti-government, is “all bunk,” in an interview given in the Leland hotel | here to a representative of the Grand Forks Herald. The chief ex- ecutive came to Minot for the pur- pose of delivering ay address at the dedication of the néw consolidated school in Harrison township, adjoin- ing Minot, and the interview on thé vigilance corps and home guards was secured before he left to address the assemblage at the school. LIGNITE RATES ARE OPENED IN HEARING NOW ON J. H. Rosen of Mandan. Would Have Tariff Apply to Wyoming Coal. The first day's session of the stated January meeting of the North Dakota railway commission, which opened at its offices in the capitol Tuesday morning, was entirely consumed with the hearing of the petitign of J. H. Rosen of Mandan for authority to re- consign Wyoming coal from Mandan to-intrastate points at the favorable North ‘Dakota lignite rates. ‘The Man- dan man had been denied these rates, which he insists should apply to Wy- oming lignite when consigned from one point to another within the state. Appearing in behalf of the railways affected are A. H. Lossow of Minne- apolis, commerce counsel for the Soo Line; E..G. Clark of Minneapolis, gen- eral freight agent for ‘the Soo Line; H. L.
