Waters on Wednesday afternoon wired ‘Min- neapolis banks that unless North Da- kota bank reserves in their posses- sion which have been garnisheed by the Bankers’ Insurance Co. of Helena, iMont., are released, North Dakota banks will be forced to withdraw their finds to this state.
