MONDAY, JUNE 4, 1917. “STARTED T00 LATE TO GET SIGNATURES) Poole Assigns Reasons for Failure to Suspend Two Measures Through Refer Referendum T. H. Poole, who was in charge of the circulation of referendum peti- tions on the trading stamp and Sun- day baseball bills, made the following statement to The Tribune: a general proposition, to be successful in referring io the people an act passed by the legislature, the circulation of petitions should com- mence within a few days after the ad- journment of the ligislature, other- wise, the farmers of the state will be busy in the field and it is then next to impossible to reach them, and ‘without the signatures from rural dis- iricts it means that at least 30 per cent. of the legal voters in the cities, towns and villages must be secured in order to get the necessary 11,000 signers, there being only 35,000 to 40,0. 9 legal voters who reside outside vf the rural districts. “After it had been decided to refer these acts od by the last legis- declared and all in- ne centered upon matters connected with the preparation for war, even the interest in the great American game of baseball began to wane, which to my mind and trom my military experi s take, as the physical condition of a soldier is of first importance, and ath- letics of all kinds is highly essential to make men fit for service, and they worth of iron from your blacksmith he is prohibited from giving you a discount for cash by issuing you cou- bons or cash register slips redeem- able in merchandise. He may, how- ever, make this same iron up into horseshoes, sell them to you and at- tach trading stamps or other devices to them and which he may redeem s a discount on your purchase for} cash without paying a license. Your} clothing merchant or tailor is pro- hibited from issuing or giving you! trading stamps, coupons or other de- vices as a cash discount if you pur- chase from him $40 worth of woolen! goods; ‘but he may give you a dis- count redeemable in merchandise if he makes the cloth into a suit and at- laches coupons or trading stamps to the suit of clothes. In other wor the act does not apply to a manufac- turer, jobber, packer or distributor! of merchandise, byt does apply to all other dealers. The classification made in the bill is a fine one and makes it class legislation of the. rank- est kind and therefore unconstitu- tional. “With reference to the baseball bill, which also included the prohibiting of shooting on ‘Sunday will say, that the law was misunderstood. The leg- islature legalized the playing of base- ball on Sunday, hence there was noth- ing moral or religious involved, the legislature having taken that aspect away from it. The only questions in- volved being, the kind of baseball to} be played and whether an entrance fee could be charged, and these ques- tions do not involve a matter of prin- cipal in any manner. If it is legal to play bavebail on Sunday there is no reason why an entrance fee cannot be charged or why any kind of base- ball should not be played. The word shooting as found in that Dill will make it a violation of the statute for a farmer or anyone else to shoot goph- rs on Sunday; it will be illegal for; the national guard, home guard or| civilian rifle clubs to target practice on Sunday. The law plainly says that all shooting is prohibited, and there- fore it is a violation of the statute Al Jolson and Associates peeooewooc owen woe ee nee. as en Sa | tion of Ameri to the French battle front is expect-; BISMARCK HAN HAY SOON BE IN FRANCE WITH THE ENGINEERS |Paul Jewel Advised That Regi- ment Is Recruited to Full Strength Paul Jewell, son of Mrs. M.
