It will reserve out of the state high- way fund, which is created in the } bill, a sufficient sum annually to meet its expenses and to pay the state's portion of the cost. Balance of the fund will be expended in: improving highways and bridges. The cost of maintaining highways will be borne 50 per cent by the state and 50 per cent by the county. All fines and penalties paid for violation of motor vehicle laws will be paid into the state treasury and credited to the state highway fund, $1,000 Salary For Engineer The bill provides that the chief en- igineer will be the secretary of the j state highway commission and will receive a salary of $1,000 per year in addition to his salary as state en- gineer. He will have charge of all records of the commission. The first meeting of the commission will be at the capitol within 30 days after- the taking affect of the law. Following the passage of this Dill came that of House Bill 167, also, in- troduced by the committee on high- ways providing for the creation of a “state highway fund” and that two- thirds of all moneys received in ve- hicle license fee by the secretary of state be paid into this fund, a suf- ficient amount to be returned for the purchase of tags and books of regis- tration. It is fur- thermore provided that no divorce shall be granted until it is evidence that said insane person has been af- flicted with insanity for a period of five years, Considerable interest has centered over this bill because of the many attempts made at previous ses- sions of the state legislature to get its passage. Senate Bill No. 46, relating to the ; season for killing game, and amended ‘in various ways, caused a 30-minute | fight in the house, many farmer mem- bers being of the opinion that dogs should not be permitted in the field during the season. For 0 ver 50 years he has been a member of the Methodist Episcopal church and was one of the charter members of the McCabe church, The deceased was the oldest member of the church board. - During the erec- tion of the new church edifice Mr. Pierce was appointed superintendent, of the work. Mr. Pierce was a great booster for Bismarck and was always interested in the progress of the city. In his younger days he was one of the suc- cessful contractors and builders. Besides the widow he is survived by a son, Luther E. Pierce of Mobridge, S.
