Dawes, director of the budget, has issued his first report and it is a most interesting document. In a budget form its sets forth the probable monies needed to run the nation for the next two fiscal years. i The nation has needed about five and a half billion dollars| to run it during the fiscal year 1921. In the past, congress has made appropriation after ap- propriation knowing not where the money was to come from to| pay the appropriation. And now, having arrived at what the nation will need to run it for a couple of years, Mr. Dawes andl ernment which will ensure the carrying out of the budget as planned. ; There is nothing at the present time that is causing so much dissatisfaction with conditions generally in the United States as the great tax burden which looms up so large before the work- ing class of people. With a prospect of a billion and a half reduction for next year and a still further reduction of a half a billion the following year in the burden to be carried, the load will be greatly lightened and _considerable of the cause for discontent in the past will have been removed. i .
