Kharlamoff, membgr_of the Russian. revolutionary . constitu- ent_assembly, before the constituent in Paris. Cossack leaders of the Don, Koub- an and Terek regions, the most pow- erful of the horsemen tribes, recent- 1y formed what they called the “Unit- ed Council,” and have set up a cen- tral executive administration or gov- ergment. The council has an active oftice in Constantinople, publishes a newspaper for the benefit of Russian refugees there, and has aligned itself alcngside the revolutionary constitu- ent. This latter is significant in view of the fact that the Cossacks formerly supported: Denikine and Wrangel and other so-called reactionary leaders for whom the:constituent had little sympathy. It indicates a tendency, which has recently been reported from other quarters, among Russian anti-bolshevik elements to swing back toward Kerensky and the leadership of " the social revolutionary, party which engineered the revolution of March, 1917. Kharlamoff also reported intense suffering among the remnants of Wrange!’s .army, a large proportion of whom are living in Constantinople midst greatest misery. The ‘American Red Cross has pre- vented, thousands from starving, dol- ing out supplles and clothing. - Tt has also “staked”, a number of the more intelligent refugees to the extent of four or five lires.
