Davis, in an address before t‘qe -Loyal Order of Moose in Chicago this vyeek, made very plain his tand on'the matter of labor and capital. ‘A plea for a f{ur deal for capital,’a decent wage for ‘labor, larger profits for farmers through lower railroad shipping rates, and settlement of all industrial disputes through conferences betwqen the em- ployer and employee with the golden rule as a basis of settle- ment, wasthe platform he laid down. He warned labor that if it is to take a share in the or- ganization and policies of the nation, it also must take a share in the nation’s responsibilities, and stated that labor must see that transportation conditions are such that the farmer can make a fair profit. He stated that he wished that a law would be passed giv- ing him power to conduct a national building inquiry and de- clared that he would spare neither the profiteering contractor nor the corrupt labor leader. In his analysis of the farmer’s problem, he pointed out very clearly that there must be an equality in the reward of the farmer’s labor, which enters into and forms a large part of, the cost of food production, and the labor which enters into the cost of manufacture, commerce and industry. This is sound doctrine and should be a splendid basis upon which to form a labor policy. If Secretary Davis can accom- .plish the bringing about of such conditions he will make him- self the most popular man in America.
