D., July 1.—A numb- Jer of important laws -passed by the “special session of the North' Dakota legislature last fall without the em- ergency clause go into effect today. An attempt to give a “‘general emer- . geney clause” to all legislation -"‘ed by the special session was made in the new famous house bill No. 60 which the nonpartisan faction, the majority party, of the legislature.suc- ceeded in passing providing that all laws ‘were immediately effective. This bill, however, was declared unconsti- tutional by tile state supreme court. The decision. of the court, the non- partisan lawmakers declared, held up ‘the very legislation for which thespe- cial session was called, principally the cow bill, destined to give dairy ,aid to farmers in drought stricken parts of the state. J..J. Osterhous, state dairy commijssioner, has for some. time been in Wisconsin looking | up cattle for various local associa- tions'which begin operation today.
