ITHO MODERN SECRET CORPS KEEP EYES ON EACH FACTION Ireland Literally Honeycombed by Organized Systems of Espionage SINN FEIN REACHES AN AMAZING DEGREE Umcoveys Innermost Secret . Plans Made by Authorities in Dublin Castle By Webb Miller (United Press Correspondent) Dublin—(By Mail)—Ireland is Yiterally honeycombed by two of the " most elaborate secret service -sys- tems of modern times. The,Sinn Feiners maintain a high- 1y organized system of espionage to watch the government while the gov- ernment employs a corps of agents to 8py upop the Sinn.Feiners.and their service men. . The Sinn Fein spy department has reached an amazing degree of effi- ciency and extends into the inner- most councils of the Irish govern- ment. Despite, Dublin Castle’s great- est precautions, the Sinn Fein lead- -ers time. after time secure advance information. of contemplated action. Carefully .guarded;.secret documents myeteriously turn up..in: possession «©of Sinn Fein, and :government offi- cials make scarcely a move without Sinn Fein’s knowledge. -« . . Owing, to the ‘fact that the sym- ‘pathies of the majority of the people are .with Sin Fein, the government aecret service system labors under :great difficulties. e, b " Extent Is Mvstery. To all except the leaders the ex- tent and workings of Sinn Feéin spy department is a mystery. The me- thods, by which the information is -obtained and distributed is unknown apd even the name of the head of the system is not known to the gen- eral public. But Sinn Fein leaders admit that the system is organized :as & regular department and directed by ohe man designated as “X.” They boast that the government agents do not know his identity and that he ) has never been arrested. BSome idea of the effectiveness of the department is afforded by the attempt to assassinate Lord French. The government authorities had tak- en every measure to keep the point -of arrival of Lord French secret. Upon arrival in Dublin French al- ‘ways leaves the train at an outlying station—and the station .is chosen only an hour before arrival. But in 'spite of these precautions, the at- tackers learned the exact route and were lying in ambush. The police authorities declare that some Sinn Fein agent employed either at the Viceregal Lodge or in Dublimr Castle must have ‘“‘tipped off” the arrange- meants. . Athough refusing any details a Sinn Fein leader related to the Unit- ed Press correspondent several inci- dents to prove the efficiency of the secret service department. - Raid Secretly Planned. Among the incidents were lowing: Shortly after the proclamation of Sin Fein organization as illegal, the Dublin Castle authorities decided upon a sweeping raid throughout Ireland to round-up all the Sinn Fein leaders still at liberty. The plans -were made in greatest secrecy—only a few of the most trusted officials were allowed to know of theé pro- posed raid. The lists of “wanted” leaders were prepared only a few hours before the time scheduled for the round-up. To further guard against leakage, the lists were kept in Dublin Castle until eleven o’clock the night of the raid, which was scheduled for dawn. At eleven they were turned over to the police de- partment with orders to use in the raids only men who could be trusted. But within an nour the Sinn Fein warnings went out to every man on the list although the points were widely scattered over Ireland and many were over one hundred miles away. The lists called for over fifty men —the police found four. The others bhad received the mysterious tip and fled. The Sin Feiners smilingly admit they had received an intimation of the forthcoming raid even before the Castle officials started to make up the lists. The tip came from London and was to the effect that about fitty unused cells in Wormwood Scrubs Prison were being cleaned up and prepared for occypancy. The Sinn Feiners jumped to the obvious con- clusions, and the cells are still un- occupied. Another Instance. Another instance of the familiar- ity of Sinn Fein with happenings at Dublin Castle, occurred before the arrest recently of Alderman - Tom Kelly, which caused widespread sur- prise and resentment in Ireland. Within a few hours after Kelly’s name was placed on the Castle “black list” he was warned of the forthcoming arrest. But Kelly re- fused to hide and submitted to arrest. In an interview with the United Prcss regarding Lloyd George’s home rule proposals Arthur Griffith, the acting president of Sinn Fein, inci- dentlly revealed another achievement of the secret service branch. He alluded to and quoted from a confidential report Sir Horace Plun- kett had made to King George upon the proceedings of the Irish Conven- tion. “By the way,” Griffith added, “you might be interested in knowing that the existence of this report has hitherto been a secret. Our agents got possession of a copy of it. I imagine the king and Sir Horace will be considerably surprised. . Probably President Wilson will aslo be sur- prised and interested in knowing that Sir Horace informed the king of Wilson’s interest in the Irish con- vention and his request to ‘be kept privately informed.’ In reply to a question as to the method Sinn Fein uses in sending out warnings to remote points, the Sinn Fein leaders admitted they used the telegraphs and added with a signifi- cant grin, “So does the government.” (Editor’s note: Webb Miller was a battle line staff correspondent for the United Press during the fighting in France. He was then ordered to go to Ireland to obtain reliable re- ports of the troubles in that country over the home rule question. This is his second of the series.) H. C.
