Washington, Dec. 4.—The case of Minnesota against continuance of the Pittsburgh single price basing point system for the shipment of steel and steel products was laid before the Federal Trade commission yes- terday by Clifford L. Hilton, state at- torney general, and George M. ‘Gill- étte, president of the Minneapolis Steel & Machinery company. T. T. ‘Hudson, representing the joint committee of civic organizations .of Duluth, and H. G. Pickering, rep- resenting the Superior Commercial club, basic price which, it is charged, is taxing the ¢onsuming public of the United States nearly $30,000,000 a year. The trade commission is conduct- « ing hearings on application for aboli- tion of the Pittsburgh base system supported by virtually all the steel fabricators of the country outside the immediate Pittsburgh district. By the Pittsburgh system all rolled steel is sold throughout the United States at the Pittsburgh ruling price plus fictitious freight from Pittsburgh to destination. Hits All State Residents. “Every man, women and child in Minnesota,” said Attorney General Hilton, “‘is required to contribute to this excess cost.” The state of Min- nesota, he said, was a large user of steel and 60,000 tons of structural and reinforcing steel would be used during the next five years in the state-wide good roads program. The . state would save $594,000 if enabled to purchase the necessary steel f. 0..b. Duluth. He said the farmers, being large users of steel products such as farm implements, wire, fencing and nails, are heavily taxed by the sys- tem. Mr. Gillette declared that from $10 to $65 is added to the cost of farm tractors manufactured at Minneapo- 1is because of freight differential add- ed under the Pittsburgh system. He declare@ that Minnesota, “producing 86 per cent of the iron ore mined in the United States, suffers the extreme of discrimination.” “Pulling Up Stakes.” Mr. Pickering said that shipyards established at Superior during the war are ‘“‘pulling up stakes and leav- ing because of the $9.90 a ton sur- charge they must pay for steel.” He sald Superior business men feel that stéel production should develop at Superior in view of its natural ad- vantages, but that the Pittsburgh base system operated against such de- velopments, = Mr. Pickering countered the claim that the Pittsburgh system stabilizes the steel industry by urging that “if stabilizing influences are needed” to restrain the operation of natural trade laws such restraint should be applied by a government agency, “acting in the public interest.” Daily Thought.
