CITY BUILDING IMPROVEMENT NEEDED. . Cost what it may have, there hasn’t been a complaint we have heard about the improvement of the city building, for it had long been an eyesore compared to the rest of the public buildings in the community, and year in and year out there was discussion at intervals over a mew city hall. But the cost. of a new structure such as Bemidji should have and suggested would cost no small sum and the. problem slumbered on. Finally the public became ashamed of the delapidated con- dition of the building in its entirety until the council decided it was time that something be done... And the council did it, mak- ing an appropriation for a thorough overhauling and having plans prepared by expert architects under which the contract was let. 3 b and city officials Drag Troublesome Road. The city has also been paying $40 per month for rent of the farmers’ rest room, and this also will be eliminated on the part of the taxpayers, as the location will be moved to specially equipped quarters on the first floor of the new building. g . . It is stated the structure will do for the city up to ten years, possibly longer, with few changes'and improvements, and will provide now much better facilities for conduct of the municipal business of the city and at the same time be a build- ing that can be pointed out to sightseers, along with other points of interest. given to ‘“flat gold,”—gold that is black and soft and heavy—and flat, “like coins from the mints of hell.” Burke went over, the Lillimuit Di- vide, battled the terrific storm and treacherous snow-drifts, and would have died in the wilderness of ice had it not been for oId man Chaudiare and his beautiful daughter. The second Pan-American financial conference will meet in Washington, January 12 to work out better and ‘broader * trade arrangements’ with Latin-America.” " - CO " The first financial congress met in 1915 but further meet- ' ings were postponed because of the war. ; This conference will not deal with loans from one govern- ment to another but will try to establish & favorable basis for " the coming together of financiers. M, o o Pursuant to this aim the financial requirements of the Latin American republics now and during’the next few years will constitute the chief subject for discussion. Means of permitting closer commercial relations through removal of administrative and fiscal obstacles and the problem of better transportation and communication facilities will come up for discussion. b The immediate future financial requirements of the Amer- ican republics are very extensive. In view of the enormous de- mands now being made for credit facilities in the United States from Europe and other quarters of the world, it is impossible for the republics of Latin America to find all their requirements readily and economically met in the markets of the United States. With the joint application of the French and British governments selling in United States markets at a rate equiva- lent to a 714 per cent yield to the investor, the less rich and newer nations such as will be represented in the conference cannot obtain more reasonable terms than the old countries. Several Latin American governments are seeking loans in the markets of the United States, while a great number of their public utility enterprises and major private undertakings are actively soliciting financial support, either for the purpose - of legitimate expension or for much needed. rehabilitation after four years’ deprivation of necessary supplies. 0 The war department has issued a summary showing that if the war had continued through 1919 the United States was thoroughly prepared to meet it.
