When asked by a news- peper man what he expected to do sbout the naval affairs ot Germany in e future, Noske laughed and replied: “Why worry about naval affairs, when we haven't any navy?’ There are still-sailors in big nam- bers; in. Germany, however, and they bave been a problem. During the revo- Imtion the sallors played an important part, and post of them developed such a liking to land duty in Berlin and the other big .:emes that they have refused te leave for Kiel or any of-.the har- twors. Now the sallors are used-ip the goard* ments all over Germany, slong with: soldiers. : ,Ig Army Disappears. . The Ggrman army Is in process of 1 iization. Immediately after the , armistice the army almost disappeared | as am organized unit, and though there willions of men in uniform scat- ’ ‘tered ali over the land, none was re- le to anyone, and officers were aot safe In uniform. In localities the soldiers Jo{zed “Red guard” groups, v and some gerved and others misused their privil¢ges. Thus the urmy as it ‘" was known!in the old days practieally ] wanished, except for a few divisions gader Hindenburg, camped behind the Rhine, and the troops along the Pollsh aorder. Now the only army of the fleld that @ermany has Is in the east to guard against theé Poles. It is commanded by Hindenburg and Is supposed to be #ot woré than 80,000° 6r 70,000 men, & it numbers that many. However, gavernment tropps’are scattered over the countfy fn every big clty n’ml in sodustrid]” centers .o, ghiard agalnst disorders. 'he big problem is keep- g these Yroops faithful and -satls- fied, when Spartacan propaganda and money Is at large. Under Noske and the minister of war, Colonel Reinhard, e morale and discipline of the gov- erament troops have hinproved tremen- dously ‘until a great part of the fo mer efliciency Is restored. . Depends on Peage Terpas. [ Germany's armwy is in a tronsitory atate.. What it will become depends apon the peace terms, the Germans recognlze. As n matter of fact the troops used for interior de- fense are all volunteers; mostly young men, serving for three or six mouths el zopd. pay. % The elicy of the pew republic will F e pgainst conseription in theory, de Spres President Ebert, but there s not much hope of putting the theory Into #ffect, ! fbr 1t is pointed out that Ger mang will not abolish conseription: ur jess the neighboring nations do. Since the Germans do not expect their neigh- aurs to” depend on volunteers, plans sre being worked out for a new con- seription. army, serving shorter periods w@wd modeled more after the snne the old - Prussian army. The gopposi- Swiss | wllitia idea Is popular, but is consid ered fdealistic, The’ German army of iInterior de- Tmage, which probably numbers around a hundfed thousand men, or possibly = few thousand more, is an expensive proposition, Vielunteers have to be 1patd well to keep them from being 3 won over'by the Spartacans, who offer b mohey. The total March 15 was just one fifth that of November 8, 1918 PR R S R CAUGHT BIG TURTLE It Was an Old One and Was Set Free. A turtle measuring 6 feet from head to tail 'and 5 feet across its shell, the head being 15 inches in circumference, was caught recently by Japanese fishermen off Yokohama and released by Ah Long, Chinaman, who paid $55 for the privilege of giv- ing the turtle its freedom. The tur- tle weighed 600 pounds, and its age was estimated at 1,000 years. Probably the reason for the pur- chase and the freedom given to the tur- tle is that the reptile is a sort of sacred emblem and the Chinaman who can set one free in the ocean considers him- self especially blessed. An Interesting ceremony followed the financlal transaction. Ah Long fed the turtle with several bowls of sake, the favorite alcoholic drink of the Japanese (prohibition having made lit- tle inroads there), and accompanied by as many friends as could be accommo- dated in two sampans satled out to : Tawton, Okla—W.
