It means that in another year the manu- i facture of all whisky, beer and wines must cease in the United { States, and end the nefarious industry, from which'the mask has been torn off, revealing its hedious features as a foe of ‘America and its peoples. : The penalty for violation of the new amendment, when it s becomes effective, is drastic and will effectually check any at- tempts at violation. Minnesota endorses this amendment and it is a good thing, for several concerns in “wet” parts of the state have been no- J torious and flagrant in violating the federal laws, and orders | of the state authorities for conserving the safety of the state in ! § time of war. In this territory, banned under government law T from dealing in liquor, the law has been opénly violated and flaunted in the faces of any one not blind. -Thousands of gal- | lons of booze have been shipped into this territory and into Be- [ midji by unscrupulous dealers whose business was catering to law violators, and it is this stripe who will be hard hit when f { the amendment becomes effective. | f And the nation will make amends for the lavish use of * money used in crooked politics by the booze makers and in their sordid revenues, by lessening of crime and lessening of expense in maintaining expensive institutions for the care of imbeciles :}x;d cxiiminals, rendered so by the booze manufacturere and eir ilk. ; 0 “JUST AS THE TWIG IS BENT.” ‘Asked to define the years of education we should probably, without. giving much thought to the question, place the earlier limit-at six years, the age when the child generally enters pub- lie:school. Further thought will not bear out this assertion.. The: first six years of a child’s life are all-important to his education. During these his habits of thought and conduct are established, and his happiness and success in life are either assured or made difficult of attainment. The child trained to selfcontrol and obedience has ad- vanced a long way on his preparation for life. He accustoms himself readily to the routine of the schoolroom, and learns easily to concentrate his mind on study. In other words, he is prepared to gain the greatest advantage from his school work. The child used to over-indulgence—the “spoiled child”— is’handicapped from the start. It will require time to overcome the lack of training—if indeed it can be ovércome—and to fit him to the conditions of life. ; Our little citizens-in-the-making deserve the best possible introduction to life and to education. And this can only come to them by instilling into them in their early years submission to the laws of a well-regulated home. — COUNTY PUBLIC HEALTH ASSOCIATION. “Every county in Minnesota has some money coming to it from the Minnesota Public Health association for expenditure in 1919 for public health, and especially for tuberculosis,” says Miss Elizabeth Bray of the Minnesota Public Health associa- tion who is organizing the counties of the state for public health work. . There is but one best way for the county to obtain its share of the fund, and that is to organize a county public health association. All counties hoping to receive the benefits of the new arrangement should organize as soon as possible.
