PAGE FOUR ALL ACTIVITIES - UNDER ONE HEAD Ninth District War Loan Organ- ization to Supervise 1919 Sales of U. S. Securities. AVOIDS AL FRICTION New Pian of Co-ordination Expected to Bring Biggest Possible Sales With Least Possible Effort and Expense. ~ and i All the Governm-nt’s 1919 loan ac- tivities in the Ninth District will be directed by the Ninth District War Loan Organization. This means that for the first time the sale of War .- Savings Stamps and Liberty Loan ‘Bonds are all under the same district supervision and ‘that all efforts to dispose ' of Government securities will be under the same district super- vision and that all efforts to dispose of Government securities will be co- ordinated in a manner that will bring the biggest possible sales with the least possible effort and expense. Efficlency and Economy. “We feel, very gertain that the 1919 sale of Government securities can be effected with much ‘less expense and more efficiently under the new ar- rangements”, sald Governor Wold to- day. Any lack of results in the past has been due to the fact that there has been no central direction and no well organized, continuous plan for the sale of thesa securitfes. As we have planned the organization, which will be directed after the first- of Jan- uary by Mr. Rogers, we are certain that results will be obtained with much less effort and without friction which developed in some loealities during the past year, “The Treasury Department at Wash- ington is working out & compléte and scientific national campaign to in- duce thrift and the investment of sav- ings in Government securities. Our district organization will have the benefit of the Government’s’ work and will adapt and put into operation such parts of the plan as meet the condi- tions in this territory. “We appreciate the enthusiasm and loyal efforts of the men and women who have worked untiringly to effect the sale of War Savings Stamps dur- ing the past year in the various states of this district. We know that with the experience they have had and ‘with the aid of mew direction and ex- perience they will be able to accom- plish very much more during the com- ing months, While there is to be an- other Liberty Loap drive, it will be necessary to put more steam behind the sale of Government Savings Stamps than ever before. The Gov- ernment expects to realize $2,000,000, 000 from the sale of,Savings Stamps during 1919. Mr. Rogers announces that the old Liberty Loan organization, including state, district, county and local chair- . men! snd workers which numbers nearly 40,000 individuals will be kept fntact to prepare and carry through the Fifth Liberty Loan drive which will be made sonie time in April. Dis- tinct from this organizaticn, yet a partiof it as far as district direction is concerned will be the old War Sav- ings, Btamp state organizations of Montana, Minnesot2, North Dakota, South Dakota, Northern Wisconsin and Northern Michigan. These state organizations will also be kept Intact as far as possible and will form the nucieus of the Government Savings Stamp Division of the Ninth District War Loan Organization. Owing - largely to:the fact that the Liberty Loan drives have oo- cupied the center of the stage the smaller securities have seemed some- what trivial. This has never been the right attitude and it s more import- ant now than ever before that we should change our view point. The fact that Qovernment Savings Stamps can be and are purchased by many thousands of people who are not able to buy Liberty Bonds makes this form of security of untold value to.the Gav- ernment. Right now the Government needs large amounts of cash for the payment of debts and the advantage- ous- settling of war contracts. The proceeds of the Fourth Liberty Loan Bonds have been spent. A large pur- chase of Savings Stamps at this time will give the Government the money it needs and will do much toward making certain permsnent peace and prosperity in this and other countries of the world. “A complete and progressive came- paign of education and for the sale of ‘War Savings Stamps now and Liberty Bonds. later is being worked out by the Central Committee.
