S NAVY BASE Vast Establishment Maintained on French Coast. ¥s Composite of Navy Department and of an American Navy Yard. ;American Naval Base, France— Here on'this rugged Breton coast there ‘48 an American naval - establishment . which i a sort of composite of- the _‘busy activity of the navy department ‘at Washington and one of the big navy yards on the American seaboard. Vice Admiral Wilson, commanding Ahe American naval forces in French waters, has his headquarters here, with an executive staff quartered in .one of the largest bulldings of the city, dronting the Place President Wilson. Besides the rush of the port itself, ithis is the naval administration cen- ter for 800 miles of the French coast, divided into three districts, with a number of the chief ports into which “the masses of American men and ma- terial are pouring. Aside from the American transport fleet which comes and goes, there is a standing personnel of officers and men in these’ dlstricts, with some eighty ships—destroyers, repair ships, con- verted yachts, -mine-sweepers and paval itugs.
