It grants the privilege for périod of 20 years. Before allowing the change the council appointed a committee to make an investigation as to fire hazards and objections of property owners. The committee’s report was favorable. It is said the company intends to spend $20,000 in new brick buildings. = To Punish Vile Mouths. Another new ordinance was in- troduced that has to do with the use of language tending to provoke an assault. = This ordinance grew out of a recent incident in connection with solicitation of Red Cross funds during the recent drive, when a per- son solicited ejaculated ‘“To hell with the——— — ——— Red Cross. I wouldn’t give ’em a damn cent.” It is argued that such utterances would justify a man knocking the face off the disloyalist, and it is to punish the one inviting an attack that the ordinance was framed. It provides a fine of $100 or 90 days in jail, and is based upon the statute of the state. A complaint was entered by sev- eral residents to the effect that the road near the East Bemidji school was in such condition drivers were using the walks between the tele- phone poles and the yards of resi- dents. It will be taken care of. Eckstrum is Appointed. City Engineer Swinson announced that the water wells had been un- covered and should be investigated as to location by the water superin- tendent. It was then up to the coun- cil to make a permanent appoint- ment and L. P. Eckstrum, who has been acting in a temporary capacity, was named for the position by the council. The choice was unanimous. The city engineer’s estimate for proposed paving in the Fifth ward was $6,490, or about $368.33 per lot, additional paving in proportion ‘ap- proximately. ‘Referred to street and walk committee. A g nneapolis, May 28.—Word from suffrage workers at Washington célved at the headquarters of the Minnesota State Suffrage association indigated the federal amendment now before the United States senate for the®enfranchisement of women will probably not be brought to the vote before June 1. This will give suffragists all over the country several additional days in which to rally their forces and rain more resolutions and protests upon the senatorial body. TWO0 MORE ENLIST Mrs. M. Greenblat and little son returned yesterday from Duluth where they went to bid Mrs. Green- blat’s brothers, I. and N, Natelson, gaodbye, before they left for the gervice. Another brother, C.
