RESOLUTION NO. 128 At an adjourned meeting of the reg- ular meeting of the City Council of the City of Bemidji, held in_the city hall, on Monday, April 29th ,1918, convened at the same. place on Thursday, May 2, 1918, at 8 o’'clock P. M. Alderman Backus presented the following resolution and moved its adoption: 3 RESOLUTION ‘WHEREAS, General Ordinance No. 14 provides that '‘“all applications for the introduction of water into_ any prem- ises, or for the extension of any water pipe, shall be made by the owner of such premises, or his duty authorized agent or attorney, on printed blanks for that purpose” and further provides, among other, things, wnat such owner of the premises must abide -by the rules laid down in said ordinance, and pay water rates semi-annually, in advance, to the city clerk, at his office in the city hall on January 1st and July 1st of each year. And, WHEREAS, It has been custom- ary for the clerk of the Water Board to charge to the occupants of premises, other than the owners thereof, water rates, and expect such occupants to pay for the water used by them there, and many such occupants, in the past, have failed to pay, thereby the city has been defrauded of water rates, that in the aggregate amount to a large sum of money, which should have been paid in- to the water fund, and it is advisable and to the best interests of the city that such practice be discontinued. RESOLVED, .That hereafter all water rates, at-all times, be charged to the owner of the premises, where water is furnished by the city, and such owner alone held responsible for all water con- sumed and all water rates hereafter col- lected from such owner, and that no wa- ter whatever, furnished by the city, permitted to be used on any premises unless same is properly measured by a water meter. Alderman Garlock seconded the mo- tion, and the resolution was put to a vote on the call for the ayes and nays. The_ aldermen voting aye were Bag- ley, Garlock, Backus, Palmer, Benner, Croon, Barnell, Clark. Those voting nay were none. Absent: Phillippi, Smith, Joanis.
