Work for amendments to present drainage laws to fit actual needs and conditions on ceded and unceded Red Lake lands, including a standard maximum level of Red Lake at 1,172 and in new drainage work, ditches on both sides of road bed. 8th. Proper franchise and taxation laws (State and Federal) for Red Lake Indians. 9th. Clear-cut legislative definition of the surface owners’ rights, the state or private owners’ mineral regervation rights and the mining operators’ duties or ~ rights, on state or private mineral reservation lands. 10th. Clear-cut and fair taxation laws and rules ef- fecting mineral rights and mineral deposits that will tend to encourage farm factory and mining develop- ment in northern part of state. We have large mineral deposits in north part of our county. And for these 10 constructive and productive sug- gested plans, I respectfully ask every Beltrami County citizen and friend to take off their coats and hustle at home or at state or federal capitals.
