With the opening of spring the attention of our people is becoming focused upon the problem of producing another year’s food supply.. This is a gigantic task, and to it we must bring stout hearts and willing hands. But this our people will do. Americans are not slackers. & ; . But many centuries ago a Teacher said that ‘m_an shall not live by bread alone.” While it may not be exactly in the sense in which he meant it, we wish to remind our g‘eaders that food is not all of life. Much of life consists in environment. When this is congenial, the life is likely to be filled.w1th spnshhme and contentment. With uncongenial surroundings, life at best is unsatisfactory. : & With due regard for the many pressing duties of the hour, there yet should be found time to devote to the 9ther than pure- ly material side of life. Beauty of su'n'oundmgs can not be neglected if we are to avoid sinking into a state ‘of artistic lethargy—if you will permit the term. \ So while striving to win this war.for freedom, let us not bind ourselves in an atmosphere of gross materialism. Let ug still keep an eye for the beautiful in mature and art.. Let us strive to keep the home life, the neighborhood life, thp city life,; pitched upon a high plane. Let us resolve that we ‘will not sur- render a-single ideal of life, but that we will make life worth living and. fighting for. ’ g gWe mugt not neglect our city. It must-be lgept up to the highest standard. ' Its institutions must-be gustained. It must be kept clean and sanitary and beautiful. It must be: kept worthy to be the abiding place of our children for whom we have labored and sacrificed. ; Let us not.lose sight of the City Beautiful. Every day it becomes more and more apparent that she is the deciding factor in the present gigantic conflict. Our people were ever a people of action when action was called for, and these are the days that call for vigorous, decided, virile action—action that shall not only protect and perpetuate our institutions-and our national life, but that shall determine whether or not these shall be typical of the world of the future. In o newspaper dispatch sent out from New Orleans it con- tains an account of an address by Secretary of the Treasury McAdoo in which McAdoo attacks partisan palitics.in an ad- dress on the Liberty Loan. It doesn’t require any lengthy men- tal ruminating to recall how “Mc’s” father-in-law, the president, mixed himself in- Wisconsin’s senatorship race, setting the pace for all that is partisan, and received an artistic trimming in re- turn. A solicitor for a Liberty Bond subscription has no authority to force the sale of Liberty Bonds not attempt to. Remember, Tuesday, “Meatless Day”; Wednesday, “Wheatless Day.” IOURWAY THE VILLAGE COUNCIL OF THE VILLAGE OF'SOLWAY ‘DO’ ORDAIN: | gmuy, Sec. 1.- It is_hereby made the duty of all owners of land or-lots adjoining any street -or avenue .in..said: Village to construct, re-construct and maintain in good repair, sidewalks along . the street or avenue.next to the land o such owner, a8 may have -been. hereto- fore constructed, or shall hereafter be constructed or - directed by the village council to be built and of such mater- ial and width and width, and upon such place and grade as theé village' council may direct. Sec. 2. The grade of all sidewalks shall be an ascending one, one and one- fourth inches to the foot, commencing at the outer edge or curb :thereof, and all crossings shall be not less’ than three feet wide, built upon grade and of such ma%erial» as ‘the village council may di- rect. Sec. 3. Whenever the village: council shall deem it necessary to construct or re-construct any sidewalk in the Village "of Solway it shall, by resolution, direct such - construction or - re-construction, -specifying the width thereof amnd ‘the| (g material of which same -is to ‘be con- structed, and shall cause the grade there- of 'to be _given by some competent engi- neer and shall cause the ground upon ‘which said sidewalk is to-be built to be properly graded. y Sec. 4. ' The publication of such reso- lution in the official paper of the Vil- lage, and in case there be no newspaper in said Village, then by publishing the same in a legal:newspaper;-printed and -published in Beltrami ‘County, nearest the “said Village, “for a 'period of two weeks, shall be sufficient, notice to the owner -of said land: along ‘which said sidewalk is to be’built to construct the same, and unless said owner shall con- struct said walk according to such resolution of the Village Council within thirty days after the publication of such notice, 'the Village Councik may [ forthwith proceed to construct the same and assess and ‘levy such cost on and against each ‘lot.and parcel -of land fronting: upon such: sidewalk. In such case such sidewalk shall be built by or under the direction of the Village street commissioner, -or under his direction, or upon contract by any other person as the village council may determine. .‘ Sec. 5. If the.owner of any lot, piece or parcel of land, shall suffer the side- walk along sameé to hecome broken or rotten or so out of repair as to be dan- gerous to-life and limb, it shall be the duty of the Village, or someone ap- pointed by it to immediately repair the| same in a good, ~substantial and work manlike manner, and’ to immedlately re. port to the Village council the locatio! and cost of such repairs with a descrip- tion of the lot or parcel of land, abut-| ting, wuaich report shall be -carefully Freserved by the Village recorder, and he Village Council shall .annually, at the time .of levying Village ' Taxes, as- sess and levy on each lot ‘or parcel of land abutting. the sidewalks so repaired the ‘cost thereof. Sec. 6. No person shall encumber or obstruct any sidewalk within said Vil- lage by placing thereon any boxes, bar- rels; building material, farm implements or firewood, or any other thing, material or substance, and no awnings, sign or decoration-shall be hung or placed over or across any sidewalk in said village unless the.same shall be fixed or hung, So that the lower edge thereof shall be at least six and one-half,feet above the sidewalk. ' Sec.. 7. person receiving or deliv- ering_goods, wares or perchandise in said Village shall allow or permit the same to remain on any sidewalk without leaving a passageway of at least three feet in width, clear, and in no case shall such goods, wares or merchandise be allowed to remain on said sidewalk for a lorger period than twenty-four hours. Sec. 8. No person within said Village shall sell or offer for sale at public auc- tion in said Village any goods, chattels or personal property upon any sidewalk so as to cause a crowd to collect thereon and interfere with the free passage and travel thereon. Sec. 9. No person shall. push, drive or draw any carriage, cart, wagon or other vehicle, nor drive any horse, mule or other ‘animal or automobile over any sidewalk, ‘unless on a suitable crossing or other means of access thereto, pro- vided, however, that such crossing or means. of access to any building, lot or {3 enclosure shall at all times be kept'in proper repair by the owner thereof, and no person shall ride any bicycle, tri- cycle or any animal upon the sidewalks of ‘said-village nor coast thereon with any sleigh, sled, bob, toboggan or other contrivance. Sec. 10. Every person owning any lots; pleces or parcels of land abutting upon any. sidewalk.in said Village shall keep the sidewalk in front of such lot free and clear of ice and snow and in case of failure so to do the President of the Vil- lage Council shall immediately notify such person, personally, if he be a resi- dent of the Village, to remove the same within twenty-four hours, and in case of failure so to do, the same may_ be removed . under the direction of the Vil- lage Council and the cost thereof as- sessed to the property in the same man- ner provided for the assessment of re- pairs to sidewalks in Section five of this dinance. In the case of non-residents h notice may be given by mail. ‘ec.- 11. Any - person providing any of the provisions of sections six, seven, eight or nine of this ordinance shall be deemed guilty of a misdemeanor and upon ‘conviction thereof shall be punish- ed by a fine of not less than five dol- lars, nor more than twenty-five dollars, or by imprisonment in the County jail f Beltrami County for a period not exr en days. ¢ 1 All' ordinances, or parts ‘of ardinanc inconsistent - herewith are hereby repealed.
