Last year’s as- sessor, after completing the work found that on account of the help he was compelled to employ, in order to complete the work within _the time prescribed, did@ not even make wages for himself at the fixed sal- ary of $500. He therefore presented a bill to the council for an addition- al $150, which the council could not legally allow, although the majority contended that it was a just claim. In 1918 the assessment of both personal and real. estate is to be made. As the salary fixed by the city council is $900 for this year, it would seem to be only a just in- crease, commensurate with the in- crease in the amount of work to be done.
