E. H. SMITH PHYSICIAN AND SURGEON Oftice Security Bank Bleck' * It is becoming very apparent to every man or woman who;, is actively interested in any branch of war activity that there is too much dupli- cation of effort in many instances. This impression has crystallized it- self into & definite movement looking toward the co-ordination of all war work under the supervision of the Public Safety Commission. This idea has been approved by the National Council of Defense, and appears to be . the big idea rapidly gaining headway in all departments. . Over Organization has been the bane of intelligent preparation for war purposes and it is ebsolutely necessary to centralize the work and establish a clearing house for the elimination of duplication and the pre- vention of waste. . The Commission of Public Safety, having been organized and estab- lished for the purpose of making Minnesota ready and efficient, is -the logical body to undertake this co-ordination, and it has already made some progress in that direction. Every department should function in its own particular field of endeavor but without confiict with the plans of others and with full co-operation of each individual plan or organization. The editors of newspapers who have been swamped with publicity ma- terial, urging all sorts of plans, organizations, etc., all seeking to do @ commendable work at the same time, will welcome any suggestion to the effect that some practical plan be adopted to place the direction of all war work under the supervision of the Public Safety Commission or such board or committee as it may select or approve.
