THE BEMIDJI DAILY PIONEER G FRIDAY, AUGUST 3, 1917. OILING CITY STREETS. Can Be Kept In Good Condit.on In All . Kinds of Weather. Road oiling in Milwaukee, Wis., is financed by special assessment, says Charles O. Davis, superintendent of street cleaning, in the American City. Consequently it is essential that we “Jook sharp” about the cost of such eolling,. for with the increase of muni- efpal functions and the corresponding zise In the tax rate the citizens have wn very keen in the scrutiny of 1 assessments. If the amount spent is too great or the treatment of 5 fo 7 cents pef Square Tard, and by following this treatment up each year we have used it on some streets at as low a cost as & cents per square yard. At present, therefore, we have few complaints about the cost of oiling streets. The only difficulty we encoun- ter is that in the spring every taxpayer wants his 8treet olled first. OQur equipment is very inexpensive. We sbuply convert old spriukier wag- ons into oil spreaders witk. hand valves and gravity spray. We have three sta- tionary oil stations locuted in different parts of the city, eack with a tank ca- pacity of 12,0600 gallons and fitted with steam coils and a small upright boiler. All our oil is applied bot, and although we have been told that the cold treat- NOTICE TO CONSUMERS . But with road oiling, as with all ether municipal ment is better we think differently on this point. The bil is from the tank cars to-oul tanks with small electric pumips<and from tank tc oil wagon wheu the MI is at the right temperature. We have a special process for the protection of the oil after it has been applied to the street. We do not use screened sand, as it costs too much, and a cubic yard of it does not cover much surface Under our system of shutting off a street for a day when oiling too much sand would be required to protect the oil when we open the street for tratfic. Therefore some four years ago we started the use of iron ore slag, water granulated, which was procured at a much lower cost than screened sand. Besides, one cubic yard of this materinl covers as much street surface as two cubic yards of screened sand. The iron ore slag has the same effect in absorbing and finishing up a newly olled road as cement has when applied on a new asphait pavement for hardening, coloring and finishing it.
