Smith for 'cleaning and sprinkling street for April 23rd to and including the 5th of May, 1917, be allowed. A communication from the public safety commission in regard to an or- dinance for vagrancy was read. Also the ordinance was submitted. After the city hattorney had vrr:ne& in r%lhl. proper phrases to complete the ordi- nance it was moved that it be adopted and this to be its first reading. Motion of Alderman Smart, seconded by Alderman Smith, that the license of Dickenson Carnival Co. be granted, li- cense issued for the amount of $5 for the first day and $2.50 for each succeed- ing day. Carried. Report of board of review was read on motion of Alderman Smart, seconded by Alderman Joanls, it was accepted and placed on file. Application of B. W. Bushman for li- cense to new jitney bus was read. On motion of Alderman Smart, seconded by Alderman Phill?pl. that license be granted. Carried. Moved by Alderman Smart, seconded .gy Alderman Phillippl that the alley etween Sixth and Seventh street on Mississippi avenue (west side) be op- ened up. Carried. Moved by Alderman Smart, seconded by Alderman Bafiley, that we advertise for bids for paving approaches to the bridge and storm sewers bids to_ be blpoaned two weeks from tonight. Car- ried. The city engineer is to prepare plans and specifications for the paving and storm sewers. Motion by Alderman Smart, seconded by Alderman Hazen, that the crossing be opened across the tracks at the end of Mill Park. City engineer took the matter up. Carried. k Moved by Alderman Lahr, seconded by Alderman Smart, that the engineer pre- pare plans and specifications for the proposed paving. Carried. Alderman Smart moved that the city attorney order the Great Northern Rail- way Co. to put in the proper crossing at the city limits near Blakeley’'s farm. Carried. Alderman Backus (reports) of the street committee reports that he finds 16 crossings between Mississippi and Dewe e that should be taken up and replace Carried. Moved by Alderman Lahr, seconded by Alderman Bagley. that plank cross- ings be taken out and not replaced. Motion lost Moved by Alderman Lahr, seconded | by Alderman Phillippi that the matter| be left to the street committee and to| designate not more than 12 crossings. Carried. - Moved by Alderman Phillippi, sec- onded by Alderman Smith, to advertise for bids for old jail in Fifth ward. Carried. Alder Larson inquires if Lincoln avenue, near fire hall, is going to be fixed. Moved by Alderman Smith. seconded by Alderman Lahr, that from the end of the pavement to the City hall on Lincoln avenue be fixed to make it pass- able*at least expense possible. Carried. Moved by Alderman Smith, seconded by Alderman_Joanis, that the matter of lights to Moberg's place be left to light committee and report to the coun- cil. Carried. Moved by Alderman Joanis that en- gineer be instructed to see about cross- ing in Ridgway's Addition. Carried. Moved by Alderman Smart, seconded by Alderman Bagley, that street com- missioner see that First avenue be lev- ‘eled before it freezes. Carried. ! Motion by Alderman Joanis, seconded by Alderman Phillippi, to reconsider Alderman Smart's motion of sidewalks and leave it to the street committee to decide what to do. Carried. Moved by Alderman Smart, seconded by Alderman Larson, that the city en- gineer ask for permission to line day labor to raise manholes approaching to ‘bridge and to instruct street committee to fix road through Crookston yard. Carried. Moved by Alderman Smith, seconded by Alderman Smart, that President Clark appoint a committee to investi- gate the price for jitney fare and re- port at next meeting. rried. Pres- ident Clark appointed Mr. Smith, Mr. Smart, Mr. Hazen as committee. i _Permission to use the City hall on ‘Monday nights when the council does not meet and on Tuesday nights when the council does meet, was granted to Mr. Swinson, captain of the home guards. Moved by Alderman Smart, seconded By Alderman Hazen, that the city en- neer get the work ready and Mr. Jinkenson be instructed to commence work. Carried.
