NATIONAL COMMISSION TO KEEP OUT CONTRACTS (By United Press) ‘Washington, July 18.—A bill. was . passed in the senate today prohibit- ing any members of the national de- fense council from participating in government contracts. PLAN FOR DIRECT VOTE UNFAVORABLY REPORTED ‘Washington, July 18.—An unfa- vorable report was ordered bf the Senate Judiciary committee on Sen- ator Shafroth’s resolution proposing direct election of the president and vice president and a change in the date of inauguration.
