Germany and her allies, compris- ing the four Central powers, have taken the initiative and propose to enter forthwith into peace negotia- tions to end the world-wide war. While no official announcement of the terms has been made, a high offi- clal in Washington states that the terms are substantially these: The territorial status of the na- tions at war to be returned “practic- ally” to what it was before the war started, with these exceptions: Establishment of independent king- doms of Poland and Lithuania and some readjustment of boundaries in the Balkans; Return to Bulgaria of territory lost is last Balkan war} Evacuation by Germany o6f North- ern France; Restoration of the kingdom by Bel- gium; At least partial resoration of Ser- bia and Rumania; Return to Germany of her lost colonies. Germany’s proposals for peace are made at a time when her armies have taken the offensive in the newest battle area and the western front has reached another deadlock. Ger- many has proposed peace with Teu- tonic troops occupying enemy terri- tory on practically every front. The factors which are said to have led to the German peace proposals at this time are: 1. The favorable military posi- tion of the central powers. 2. The fact that winter is at hand will necessitate cessation of hard fighting for three months. 3. A desire to smoke out the al- lies to announce just what they are fighting for. 4. Desire to convince the world and the German people, wherever they are, that Germany is not fight- ing a war of territorial conquest, and a desire, if war continues, to let the world know that Germany will not be responsible for further bloo%shedA Peace has actually been proposed. The entire world will watch the action taken by the allies. ‘What the world desires is a last- ing peace. THE REVOLVING FUND. The proposed ‘“‘revolving fund” au- thorized by Amendment No. 1 which was passed at the November election to finance the development of unsold state lands, will revolve every five years, according to Senator P H. McGarry of Walker, who has worked out a bill to be submitted to the state legislature. The bill will provide for a super- intendent to direct the development work, under an advisory board of seven members, of which the gover- nor and state auditor will be ex-of- ficio members. The amendment authorized the use of $250,000 from the state school fund and this sum is to be made avail- able in the bill to be submitted to the state legislature. The bill will provide that five acres in each 40-acre tract selected shall be cleared, stumped and plow- ed, and perhaps even disked. It is believed that if the work is done on a large scale it can be accomplished for $15 per acre. The bill will pro- vide that the amount so expended on each tract shall be paid back in four annual installments, beginning after the first year, so the fund may re- volve every five years.
