MOST IMPORTANT % LEGISLATION IN YEARS Legistation Based on Business Meth- ods Needed to Put Amendment in Force. Declaring that Amendment No. 1, which was passed at the November election, means more to the develop- ment of Northern Minnesota than any legislation that has been secured in recent years, Senator P. H. Mec- Garry of Walker, chairman of the Amendment No. 1 committee of the Northern Minnesota Development as- sociation, today submitted his report on the campaign to the delegates at the seventh annual convention here. He congratulated the organization on its efforts for the amendment and stated that although the appropria- tion is small it will be the first start . to develop the state’s holdings in a sane and businesslike way. He stated that the legislation needed for the amendment at the next session of the legislature is simple. Praises South State. Senator McGarry’s address is as follows: “As chairman of the committee on Amendment No. 1, I wish to congrat- ulate this association, the campaign committee, the citizens of Northern Minnesota and in fact, the whole of the great state of Minnesota, on the successful termination of our efforts to have Amendment No. 1 ratified at the polls at the recent election. “I believe every man on the com- mittee did his full share of service to secure the adoption of this amend- ment. I believe the préss of the great state, both city and country, ren- dered a great service in their untir- ing efforts to secure the adoption of this amendment. “It is also pleasing to record the fact that Southern Minnesota gave to Amendment No. 1 a good, sub- stantial majority. It proves conclu- sively what the whole state needs is a better understanding of the con- ditions of Northern Minnesota. Must Have Legislation. “And now since Amendment No. 1 has been adopted we are face to face with the proposition of securing through the legislature the necessary legislation to make this most import- ant measure effective in every de- tail. “I believe I am but stating a fact that cannot be contradicted when I state this one amendment means more to the development of Northern Minnesota than any legislation we have secured in recent years, and un- less my memory is very treacherous, 1 cannot recall one single instance where Northern Minnesota has ever fallen down on any project of im- portance entrusted to its care for the betterment of the state. “The campaign committee is con- scious of the fact that the small ap- propriation or setting aside two hun- dred and fifty thousand dollars to even partially develop some two mil- lion acres of wild land such as we have in Northern Minnesota, is a very small amount for so large an undertaking, Sound Investment. “The committee has been ecriti- cized even by staunch supporters of this measure for not seeking a much larger appropriation. It has been pointed out as an example of con- trast that Cass county will spend on roads alone for the year 1916, about three hundred thousand dollars. This is not considered an expense, but a substantial, souna investment for the state and for the benefit of citizens living in the state, and we who have been conducting the campaign for Amendment No. 1 will do our ut- mosit to make this one of the best investments Minnesota has ever se- cured in many ways. “And while, as before stated, the amount of the revolving fund is small, it will be the first start to de- velop the state holdings on a sane, businesslike basiis. It will sgive many deserving citizens of our own great state a splendid opportunity for a home on a Minnesota farm, which means a home that will sup- port the family, not the family sup- porting the home. This is empha- sized by the fact that our lands in Northern Minnesota have responded to the tests by those who were loath to believe low priced lands could pos- sibly produce the results obtained in all sections of this great northern empire. “Had our experiments proven less satisfactory, perhaps Northern Min- nesiota would remain forever a vast wilderness. Simple Business Method. “The legislation to be enacted is not necessarily anything of a com- plicated nature, for a simple busi- ness method such as the average man would use, who is familiar with de- veloping a county like thig, is all that is required. ““We fully realize we have not suf- ficient means to employ a vast army of men to develop this country in one or two years, but we can and will develop it in a systématic man- ner and give the outside world to understand Northern Minnesota is prepared to accept the responsibility which has been entrusted to its care in granting our request for the two hundred and fifty thousand dollars’ revolving fund to develop the state’s own holdings. “The cities and villages through- W/V}'/fl "says — Use my columns.
