POLK COUNTY On the day before the ex- piration of his term of office, James Knox Polk, eleventh president of the United States gave his approval to the act of congress providing for the organization of Minnesota territory. This was March 3, 1849. This county, named in henor of President Polk, was established in 1858, just after Minnesota had become a state. Under date of June 1, Frank B, Kellogg makes a personal appeal to the voters of Minnesota which clear-! 1y indicates that he is not hopeful of' success at the primaries on the 19!1\: inst. ! Despite the claims ‘of the Twinj City papers that thinks are “luoking‘ reasonably well for Kellogg” and not-! withstanding the roseate hue given| to the accounts of the Kellogg meet-' ings, a careful survey of the field at this time warrants the assertion that’ his candidacy is not meeting with' popular favor. Here is a concrete instance. In one of the larger cities in .the first congressional district, the local pa- per supporting Kellogg, printed a list of names of the members of the executive committee of the Kellogg' campaign club. i In commenting on this list a very prominent citizen of the town re- ferred to, makes this statement in a letter: “This club, and the list of names printed, exists principally in the mind of the editor of the paper. As a matter of fact I am quite sure no such organization exists. The names listed have been hazarded, and a (e majority of'the people of Minnesota -are-as-well informed on -the-subject of preparedness as Mr. Kellogg is. They know that this present con- gress has passed an army bill—the Champerlain-Hay bill—which brings the total maximum strength of our 1land: forces up to-more than one mil- lion men, ‘within the next five years. They’ know: that “President Wilson +has very recently -asked the country to be patient and bear with the ad- ditional taxation that will be im- posed upon the people to establish, equip and:maintain this:vast increase/| of land forces. They know that the president of the United States in the event of a threatened ‘invasion i§ authorized to increase the force pro- vided for in the Chamberlain-Hay bill to an unlimited number of vol- unteers. They know that the American navy is to be expanded and extended to a degree beyond the expectation of a majority of the Naval League itself. They know that there is now under way, in every community, a detailed and specific plan of organization for surveying the industrial and com- mercial possibilities of the United States, and knowing all this, the good people of Minnesota, any one of them or all of them, might well ask Mr. Kellogg if he actually is foolish enough to think, that until congress provides some way to meet the five hundred million dollars which the army and navy legislation of this congress will authorize, there will not be, or cannot possibly be, any further program of prepared- mness, at least not until the present program, which will require five years to carry out, has been com- pleted. “Preparedness” indeed. It is, un- der the present conditions, a word of political conjuration. WATCH FOR IT. ‘W. G. It is, of course, backed up with .ample funds, and with money galore at command, the Kellogg managers have endeavored to accomplish something substantial. But everything indicates' that he: will be third man in the race, and per- haps fourth. The fact that Mr. Kellogg is issu-| ing a personal letter at this datel| (June 1) and sending:it all over:the. state makes it clearly .manifest that the management of his campaign, notwithstanding - that they are pos-i sessed with all kinds of ‘““the where- withall,” are neither sanguine or ex- pectant of favorable results. “In -this . contest,” says Mr. Kel- logg in his letter of June 1, “I:shalll discuss as far as possible the grave questions now confronting .the Am- erican people and advocate the prin- ciples of ;preparedness.for .this.coun- try—for .any - possible - emergency.| These questions are. more.important| than individuals. “I shall visit as many portions of| the state as may be possible d\u-ingi the limited time of the primary cam- paign, but I cannot expect to meet as many friends as I should like. .1t may be that I cannot meet you per- sonally, but your well-known influ- ence in the community leads me to|_ believe that you are interested in advocating these. great public poli- cies, so I shall appreciate anything you can do to support them through my candidacy.
