These figures show that direct taxes in their final analysis are levied al- most entirely for local purposes. Compares Rates. More or less discussion has taken place of late as to relative tax rates in the rural districts and in cities and villages. In comparing rates it should be borne in mind that farm or unplatted lands are taxed on a basis of one-third of value, while city and village or platted property is taxed on a basis of 40 per cent of value, or 20 per cent higher than farm property. It therefore follows that if this rate of levy was exactly the same on unplatted and platted property the actual tax on the lat- ter would be 20 per cent higher than on the former because of the differ- ence in the basis of assessment. There has been a noticeable tendency in re- cent years toward large public ex- penditures, not only in Beltrami but in practically. every other county of the state. Large expenditures nec- essarily mean high tax rates.” If mounting tax rates are to be halted it behooves every good citizen, and especially taxpayers of moderate means, to carefully scrutinize public expenditures and to think twice be- fore lending their support to new enterprises not now absolutely essen- tizl to the development of a districi. It should be clearly . understood that the tax commission is not charg- ing Beltrami county with unneces- sary extravagances. Tax levies 1n this county may be fully justified by (corresponding ~ benefits. Neverthe- less, that taxes have become burden- some to many settlers of moderate means cannot be denied. The ques- tion to be considered by the people is whether a halt should not be called in growing' expenditures until the taxpayers, and especially settlers, are in a better condition financially to defray the cost of public improve- ments. .
